CROSHY & NOVES Malton, THE EVENING STAR has the fullest Local Circulation of any Newspaper in the Wertd, nnd as an Advertising Mediam te worth mere than all the other papers published In Washington. ‘The grip raised slightly the District's death rate of last year, but the showing of the health Officer's report, published elsewhere in Tux Stax, is nevertheless a good one. It indicate that, excluding deaths due to the grip as spe- cial and peculiar, the general health of the city is steadily improving, and, including the grip cases, the death rate is the lowest within fif- eon years, except 1437 and 1889. The death rate among the white population is only 17.26, & percentage comparing favorably with that of any large city. The rate among the colored population raises the general percentage to 22.25. The health officer calls attention to the fact that deaths among Representatives and other transients are accredited to the capital's mortality and swell the death rate, though they are not accredited to the population. They are of the District when dead, though not | counted as of it when alive. Ina city with so | large a transient population this discrimina- tion is a matter of some importance. The Dis- trict, which is counted asa state for purposes of direct taxation, and not a state entitling it to the constitutional apportionment of repre- sentation according to population, or its people to the privilege of suing citizens of a state in the federal courts. finds nothing strange, however, in the appearance of Amer- icaa citizens on its death list who do not figure | on its life list. ——— oe The reportof the treasurer of the United Btates shows that tho net ordinary revenues for the fiscal year ending June 30 amounted to €403,080.952 This sum, he states, has been ex ceeded only twice before in the history of the government. In view of the increased interest be- stowed by the public on finaucial questions, due to the feverish condition of the great money marta of the world, the treasurer's cur- rent report will receive unusunl attention, as- will the forthcoming report of his chief, the Secretary of the Treasury. ——<—<—$<<—_ a —____ ‘The decision of Judge James in the Equity Court yesterday to the effect that all the three Commissioners of the District must be present and acting when any business of importance Pertaining to their office is to be trans- acted is @ very serious matter for the District, rendering illegal much that bas been done and embarrassing future action. If the Commissioners to act within the law ‘must act as a unit the importance of the busi- nese to be transacted can hardly have any bear- ing upon the question of its legality and it does not appear that under the decision carried | to its logical result any official action whatever can be taken by the Commissioners, if there isa vacency in the board, or if one member is absent by reason of sickness or any other cause, or unless the minds of all three Commissioners unite upon the proposed ac- tion. If this is to be the law. the board will be as heipless and feeble in the dispatch of business as the House of Representatives under the old rules, ——_— + = The Farmers’ Alliance controlled the Georgia legislature by a two-thirds majority. The al- liance was not united, however, on the choice of United States Senator, a portion favoring Gor. Gordon and another portion opposing him. Gordon also rallied around him the greater part of the confederate soldier element. ‘The movement against him lacked coherence and definite purpose and therefore failed, al- though at one time it seemed likely to succecd, Gen. Jobn B. Gordon is a politician of safe as well as showy qualities.
