On the eve of a Congressional election large discount must be made for exaggerated claims of partisans, Aside from these there are a fi Significant facts to be considered which m: ferve more or less asa guide. Mr. Blaine in bis speech at Philadelphia, closing the Penn- sylvania campaign, admitted a possibility that the republicans would lose the House of Rep- resentatives and suggested that such an event would only follow the political precedents, He very significantly pointed out that from the time of John Quincy Adams to Abraham Lin- coln, with one exception, every ad- ministration had lost its second Congress. The claims of the republican managers have very materially abated as the election day av- proaches, On the other hand the confidence of the democrats has increased correspondingly. In Massachusetts and other parts of New Eng- land the democrats expect to gain several members. They also look for gains in Pensyl- vania and in Iowa, Kansas and Michigan. The republicans will carry some of the Ohio dis- tricts which the democrats thought they had secured by the recent gerrymander. They may capture one or two seats inSouth Carolina, in consequence of the democratic faction fight now waging there. Elsewhere in the south the probabilities favor democratic gains, (Gen- erally the outlook is moro favorable for the party in opposition than for the party in con- trol of Congress. Indeed, many republicans are inclined to concede gains to the democrats, if not control of the House, and to point out with Mr. Blaine that such a re- verse is to be expected, following ‘the rule in the election of the second Congress of an administration. They claim that it the victory of the opposition is not overwhelming, and they do not for a moment concede the pos- sibility of such a thing, such a victory would be no indication of popular disfavor and of no very particular consequence in the course of national politics. Certain things have worked against the republicans in the campaign. The combinations with the farmers’ movement, &c., except in Indiana, are belicved to be adverse to that party. Here and there, in Obi0, New Jersey and South Carolina, the democrats have a weak spot that they may not be entirely able to cover, but with duo allow- ance for this advantage the field is more favorable apparently on the eve of election to the party out of power than to the party in con- trol of the government. The narrow margin between the present House before election con- tests were considered was thought to be con- siderably more than overcome by the demo- cratic gerrymanders, and it has been consid- ered that if the democrats could only hold their own in voting as compared with the last elec- tions they would gain control of the House. Failure to secure the House would under all the circumstances be more of a defeat to the €emocrats than loss of the House would be to the republicans. Ste A point of interest in the Maryland election tomorrow is the right of the federal super- visors to imspect the ballots. The attorney general of the state has given an opinion that neither under the state nor the federal statute does the right exist. The chief supervisor has directed that the federal supervisors simply demand the exercise of the right with the view of appealing to the courts when it is refused. No arrests are to be made on account of the claim. The United States revised statute on the subject gives the unquestionable right tothe supervisors to “inspect and scrutinize the man- ner in which the voting is being conducted.” Whether this language is comprehensive enough to include an inspection of the ballot itself is the question at dispute. Messrs. Dillon, O’Brien, Harrington and Sul- livan have come to tell the story of Tipperary and electrify America with the woes of Erin. Gov. Hill was promptly on-hand as La Cham- pagne steamed up New York harbor and gave the Irish representatives an official welcome. As nothing was seen of the otier presidential candidate of the democratic party, ex-President Cleveland, the profane by-stander remarked that David was “sly,” with the Bagstockian adjective, while Grover was doing the dignity act, perhaps writing a letter of welcome. — stalamPbmssate It gets worse and worse for the tories, At the municipal elections in England and Wales the liberals gained a considerable number of successes, As they have done far the best in the bye elections to parliament, the Gladston- ian plume waves aloft.
