No problem that has confronted our Con- gressional legislators, not even that of suf- frage, has been so troublesome or has prom- ised in future to be so troublesome as the problem of pensions. And it is not because the nation or any considerable part of it be- grudges to the deserving veteran the small sum he individually receives as the reward of his patriotiom and self-sacrifice. If the de- serving pensioner were all there would be no problem. But between the undeserving appli- cant for pension and the still more undeserving agent in such «pplication the republic's Con- gressional committees and the republi coffers have a hard time That time is not likely for a great many Years to be any easier let those facts and figures, based on Commissioner Raum’s recent report, show to the incredulous: The mumber of pensioners on the 30th of June Inst ‘Was 587,944, the net increase in twelve months having been 46,219. Up to September 30 there had been filed 460,282 claims under the new disability act, in addition to several hundred thousand pending on other grounds belore the Jaw was enacted. Ofcourse all these are not to be set down to iucrease in the number of Pensioners, since they are in many cases merely fer an enlargement of pension. But ‘thousands of them are so to be credited. With @ pension list approximating 550,000, and with & prospect of addng immediately 120,000 soldiers and widows under a bill} which has been recommended by the} commissioner, and which has already passed the House, it is seem that the time is not far off when the large sum annually devoted by a gratefnl people to their preserv- ers will have to be very largely increased. In addition to the duty of devising the ways and means of paying off the unquestioned indebt- ednesS te the survivors of the Union army and their widows and orphans, if there is such o thing as paying off such indebtedness in coin, there is the necessity for watchfulness in legis lation which shall prevent the unworthy and the undeserving from coming in as beneficia- rica. ——— oe Clerical omissions and clerical errors in con- Bressional legislation have not been eonspicu- ous in number, all things considered, but they have been altogether too conspicuous in i portance. During the last three or four years quite a large number of these important errors have been made, some of them most inexcu+ able. There is much allowance to be made for the enrolling clerks in the two houses. ‘They are subject to frequent interruptions and their | work ia done sometimes in great hurry. Some reform in the matter is requisite. ‘The enroll- img clerks should be carefully excluded from all conflicting business or causes of intercup- tion, They should have, especially on important measures, ample time allowed and force enough should be provited for examination, section by section, of their work alter it is supposed to be completed, so as to avoid possibie errata. And then errors resulting from negligence might reasonably and properly be punished by dis- missal of the careless clerk. The question of the legality of the tariff act without section 30, which was omitted in the haste of enrollment, could not have arisen if a better system had obtained in Congress with regard to such Matters, As to whether the measure is law in its present shape er not, the preeedents being | those of simple acquiescence in the imperfect | bill, the case may require the formal action of | the Supreme Court to aettle the question. But before that could be secured Congress would | probably pass a separate bill amending the act | by adding the oumitted section. This has been | ‘the usual course. Commissioner Roosevelt is entirely right| when he «ay “There is not the slightest necessity for any clerk to pay anything now unless he wishes to,” meaning of course to the | Party campaign assessors, As he stutes, the threat by irresponsible outsiders to blacklist men refusing to contribute is a mere piece of idle bravado.
