THE DUTIES OF THE OFFICIALS—EVERYTHING LIKE CLOCKWORK—MANAGING THE ATHLETES WHO WILL TAKE PART IN SATURDAY'S CON- TESTS—THE ENTRIES FOR THE EVENTS. Good management is never more necessary in the conduct of a publie event than in the case of such games as those that will take place on Analostan Island Saturday afternoon, An experienced man is needed at cvery post to see to some one detail of the arrangements, or else there will be awkward aud time-wasting waits that will not only cause the audience to grow weary, but will make confusion in the tents | of the contestants. A well-arranged program anda strict adherence to its provisions are quite as essential as the presence of talent of the first order to make such a mect interesting and satisfactory. AN EXPERIENCED REFEREE. There could not be a better man at the head of affairs, as referce and general factotum for the day than the one who has been selected by the championship committee, Mr. Frank W. Eddy, the president of the Detroit Athletic Ciub, and one of the leading athletes of the west. He is ihe present vice president of the union, and avery popular officer. Endowed with a large fortune he has ample opportuni- ties to devute to the development of athletics in the City of the Straits and it is due largely to him that the amateur sport has been kept so pure and has been fostered as it has there and elsewhere in the west. It is his duty to decide all questions relating to the actual conduct of the meeting where there 1s not a final settlement provided in the rules, He alone hus the power to change the order of events as laid down in the oficial pro- gram, toalter the announced arrangements of heats in any event. Should aclaim of foul be made in any but the final heat of a race he has the power to disqualify the competitor whom he may decide to be in error, and it is his right to allow the runner or racer who was hindered to start in the next round of heats. just as though he had been placed there at the begin- ning. In case the foul occurs im the final heat he may disqualify the fouling competitor if he considers the foul an intentional one, and he may also order a new race between such of the competitors as he may think entitled to the privilege. These are most important require- | ments and need a man who is abscutely fri from suspicion of unfairness, and who is b sides a thorough student of the rules of the union. C. Stevens, N. J. A. C.; Edw. Milligan, | A. C.S.N.; Geo. 8. Atwater, C. A.C.; J. H. . ¥, A. C., and A. H. Hartwell, P. A. C. They are directed by the referee to stand in certain places to watch the competition closely and to report to him on each claim of foul the merits of the case as judged by them. ‘They are, in fact, the referce’s assistants and have no other jurisdiction. Mr. Atwater, the in- spector of bicycle racing, is a well-known ashingtonian and a prominent member of the Columbia Club. He has been identified with cycling for many a year, being now on the corps of officers of the L. A. W. and chief consul of the District division. He is as thor- oughly an able man to watch a bicycle race as the committee could have chosen. FINISH AND FIELD JUDGES AND TIMERS. The finish judges are G. W. Carr, M.A.C.; Jno. F. Huneker, and W. G. Schuy- lor, N.Y.A.C. It is their duty to stand at the finish tape and decide upon the order in which the contestants cross the line in the finixh of each race, cach one usnally watching number one, another number two and the third the other piace man. Their decisions are without appeal in case of disagreement the voice of a majority governs. It is the duty of the field judges to make an accurate measurement and to keep tally of all trials of competitors in the high and broad jumps, the pole vault, the weight contests and the tug of war. They are likewise judges and are vested in the absolute jurisdiction of the other judges. their decisions being final. Where weights are thrown or men jump for distance it is their duty to see that a small flag is placed in the ground to denote the best per. formance up to date. They are W. HH. Rogers, A.C.S.N.; H. The duties of the time keepers and the diffi- culties surrounding them have already been explained in these columns, but it may be in. teresting to quote from the book of rules. “The time keepers shall individually time all events where time records are called for. Should two of three watches mark the same time and the third disagree the time marked by the two watches shall be accepted. Should ail three disagree the time marked by the in- termediate watch shall be accepted ‘The flash of the pistol shall denote the actual time of starting. In case only two watches are held on an event and they fail to agree the longest time of the two shall be accepted. Turner, the starter, will nave sole jurisdiction over the competitors after the clerk of the course has properly placed them in their positions for the start. He gives the signal for the start by means of a pistol, The starter has power to decide on all questions of “false starts," which are certain violations of the rules occurring at his end of the hue. Such is the case when any part of the person of a competitor touches the ground in front of his mark before the sound of the shot, and peualties are inflicted for an offense like this as follows: In races up to 300 yards the offender shall be put back one yard for the first and another for the secoud attempt; in races between 300 and 600 yards two yards for the first and two more for the second; between 600 and 1,000 yards three yards for first and three moro for second; between 1,000 yards and one mile five yards for each trial, and im all races over a mile ten yards, A third false start bars a mangrom the event. Any competitor who, when the word is given to “get ready,” attempts to advance himself from his mark, shall be ruled out by ‘the starter. THE CLERK OF THE COURSE, Mr. M. G. Williams, jr., will have a list of the entries and shall notify the men to appear at the lines before the start in each event in which they are to contest. When all are ready he notifies the starter. Mr. Samuel Austin bas the sole power to de- termine the fairness or unfairness of walking and from his decision there is no appeal. He | must caution any competitor when —— un- fairly, the third caution disqualifying. When the unfair walking occurs during the last 220 yards of race the offender be 1mmedi- ately disqualified, SCORER AND ANNOUNCER, Mr, A. M. Sweet, N.J.A.C., is scorer, and as such will record the order in which each com- petitor finishes his events, together with the time furnished by the time keeper.
