we THE EVENING STAR. | Herazx Bros. WASHINGTON: ‘ [Senne & NOY more than all the other papers peblished in Washington. SSS ees The railroad ciaquers who in newspapcrs and 4m the lobby perform their functions in behalf @f the Atkinson bill put in some unusually vig- rous strokes yesterday. The local railroad or- @*2 prosonted as its contribution the amusing fiction that local public opinion favors the bill. This is the keynote for the day in the cor- Tespeadence for those outside papers which sing tho railroad’s tans, But the special raii- foad corresoudvat whose stuff is printed in cities where the facts are uot kuown is required te embellish more than the lecal claquer. He @nnouuces in the N.Y. Sun, for example, that “bebiad the opposition to the Atkinson bill isa combination of real estate speculators, who own large tracts of land in the eastern part of the city” and who are trying to move the rail- rend station “to the vicinity of their property,” sud in the same paper he dectares to a confid- ipg public that the “porsistent and active lobby” has been fighting ogainst (not for) the Dill, and has blocked it ‘in spite of the fact that the general sentiment of the community is favorable to it.” Inthe Trine he not oniy afrays the city on the side of the bill but de- wounces its few oppouents as “irresponsible strikers” and “‘blackmailers,” guilty of “delib- | @rate misreprescntation and mendacions trick- éry.” Of course the railroad’s literary bureau bas to do something for its euployers, aud as teuth will not help the road it necessariiy ro- sorts to these foolixh falsehoods. But it is very strange that such papers as the Sun und Trine, which are not supposed to be accossibie to lob- DByists and which have # reputation for relia- Dility, shonld print the slanders upon the peo- ple of Wasbingtoa which the bureau furnishes. ‘These newspapers should romember that thir- teen thousand of the people of the District. in- @luding the lcading business men, the local workingmon’s organizations aud the genoral associations of reprosentative citizens, have protested aguinst the Atkinson bill, and peti- tioned that in connectiou with the grant of « limited power of condemnxtion for the increase Of freight facilitics the evil of grade crowinge be lessened and the occupation of the park be at least made more safe and less unsightly. For the amended bill, with its legalizing of the road's uniawful acts and its gratuitous grant of valuable privileges, less than two hundred eitizens have petitioned, und a number of these, whose signatures were obtained through mis- representation, bave since signed the protest against the bill. ‘The recent fraudulent, padded, two-conts-a-name petition of the railroad ro- fers onty to the retention of the stution on the mafl, and is not anindorsement of the Atkin- eon bill, The only enthusiastic local supporters | of the latter ure a fow who have a direct pecu- niary business interest in it. the lobby, and the railread’s newspaper. The pretence that local pablic opinion favors the bili is simply non- seusical. It is true, however, that the Dis- trict is anxious for legislation on other local subjects, and impatient at the mo- Bopoly of its legisiative time by the railroad. B the railroad matter goes over until December, as now seems likely, the Dis-} trict committees should in the interval give such attention to the grade-crovsings question, | that compromise legislation, settling the whole ed ixgucs for watter, and leaving no undeter: farther obstruction of other busimess, may then be promptly enacted. + The armor tests at Aunapolis, concluded Yesterday, bave demoustrated that the Schneider French plate ie incomparably super- ior to the Cammet!l compound plates, manu- factnred in England aud with which the British war vessels are armored. The former, known as the ail-stee! and nickol plates, survived the fierce trials to which they were subjected, the all-steel showiug slight cracks, while the Cam- mell plate was completely wrecked. This is a Very serious business for the mistress of the seas. With her ships encased in plates liable to be split into smitherocns by the uew guns io Use ig many of the navies of the world there is only one thing for her to do, cost what 1t may. She must take off the inferior and put on the stronger plate, and the sooner she does it the better. Aud the cost is going to ve no amall item. Fortunately for that great power, if she bas a big navy sho also has vast resour: andean afford the expense. The Annapolis teste are highly satisfactory to the officers of the United States navy. Whether, as some en- thasiasts say, yesterday's work closes Echrin; sea or not, there iv a decided satisfaction in the discovery that the navy of the republic—what ‘tiere is of itis all right and cau stand the fire of the big guna. 2 Washington is to be the city of universities, the educational center of the republic. As tho capital the city already has unsurpassed edu- cational treasures to offer to American students, asd itis reasonable to expect that to the in- vitation of the wealth of those resources Wash- ington will add whatever may be uecessary in the way of those practical, business induce- ments which tead to cause the location of in- stitutions of learning in one city rather than amother. The committee soliciting contribu- tions for the purchase of the site of the pro- posed Methodist National University will un- @oubtedly meet with hearty and liberal Fespunses from the people of Washington, oo Whether the storics of the destitution into which Mra. Jessie Benton Fremont bes falicn through the death of ber distinguished hus- band, General John C. Fremont, are literally true or not, there seems to be no doubt that the lady—anow well advanced in years—is in needy circumstances and there should be no doubt that she is therefore the object of the republic's care and attention as an evidence of the people's gratitude to Gencral Fremont for | bis services in the foundation ef our Pacitic empire and other exalted services rendered in the course of jong, brifiiant and useful life. a - Wyom ings Rew constitation apparently like « new cruiser on ber trial trip.
