John S. Crocker, the warden of the jail, died at his residenco, 1419 Rhode Island avenue, quite unexpectedly. From the fact that Gen. Crocker was last week at the jail apparently bet- ter than he had been for months the announce- ment of his death could searcely be believed, Some weeks ago he and Mrs. Crocker spent a few weeks at the Vir- ginia Springs for the benefit of his health, which, since an attack of the Chickshominy fever during the war, he had never fully recov- ered. He had by this WARDEN CROCKER, visit been apparently much benefited, and was looking better last week than he had been for a num- ber of years, Saturday afternoon he was atthe jail in excellent spirits and in the evening with his wife ne took a short walk, ro- turning to the house about 8 o'clock, and for two hours looked over the papers and engaged in conversation. He retired about 10 o'clock and slept well. About 8 o'clock yesterday morning his son Irving heard him coughing, and going to his room found him suffering with a hemorrhage, the blood streaming from his mouth. The son raised his head and the gen- eral said: “I can’t breathe; call your mother,” and was seized with another hemorrhage. Dr. 8. 8. Stearns, who is a neighbor, was ut once summoned, but the general breathed his last before the doctor reached him. A SKETCH OF HIS LIFE. Gen. Crocker was a native of Washington county, ww York, born im 1822. His father becoming interested in agricultural pursuits in Fairfax county, Va., as & young man Gen. Crocker spent much of his time there and in Washington. The general owned quite a large farm, part of the property inherited from his father, uear Lewinsville, Va. He studied law in his native county, was admitted to the bar in 1843 and at once entered politics. Ten Fears after he was elected to the legislature of New York and served continuously till the war came on. Then he organized a regiment, first known as the Morgan Rifles, but afterward as the Ninety-third Non York aut uaat inte tie field asits colonel. His regiment was first at- tached to Casey's division of the army of the Potomac and was detached as headquarters guard. At the battle of Fredericksburg Gen. Crocker was wounded but recovered in time to be able to participate in the battle of Spottayl- vania Court House, where he was again wounded, In this battle Gen. Casey was killed and Col. Crocker waa promoted to the com- mand of the brigade. In the battle of the Wildern@s Gen. Crocker had three horses shot under him and was again wounded and at the same time he was suffering from a fever con- tracted in the service. In 1862, while re- connoitering, he was taken prisoner. He was confined first in Libbey prison, from which he wastaken to Saulsbury. His services had secured recognition here and, Secretary Stanton becoming interested, he was exchanged for Col. Chancellor and Yejoined his commaud, making until the close of the war a most brit liant record, Gen. Crocker was one of the officers whom the men idolized, aud he bad the unbounded confidence of Gens. McClellan, Hancock, Burn- mde, Hooker, Meade and others. At the close of the war Gen. Crocker took up his residence in this city, and ae a place in the city post office under Sayles J. Bowe, post- master. This position he filled while ee as alderman for the old second ward, to whic! he was elected for three successive terms until the change of the form of government. For some time he was president of the i regig = aldermen and acting mayor of the city. did much for our public school system, at . his efforts in © great measure is due the erec- tion of the Franklin School building. Ne Signs of a Change Yet—The Assist- ant Postimastership. Matters at the city post office are moving along with their accustomed smoothness and regularity. and there is little om the surface to mark the difference made by the appointment of Postmaster Roes to a place on the board of District Commissioners and the promotion of Assistant Postmaster Sherwood to be the head of the office. The only change, perhaps, is that people who want positions under the Commis- sioners go to the postmaster’s office, while those who want to draw salaries for helping the United States mail along haunt the hallways that lead to “the assistant postmaster’s room. As has been stated in Tue Stan the changes of positions will not take place until the first of next month, and in the meantime local guessers are kept busy wonder- ing who will succeed Capt. Sherwood as assist- amt postmaster. Capt Sherwood refuses to _ known the name of the man he intends to appoint, though he does admit that he has him picked out and that he isa man familiar with the details of the office. The secret is well — but there are those who pom the: iow who the maa will be. Straws ina aceon of the wind and knowing oe say that whoever uses the name of Mr. S. H. Merrill in his guess will not be very far from the right man. Mr. Merrill was for a goed while the superintendent of the money order division being succeeded in that office by Maj. Johneon, and it was thought that he would make a hurd fight for the ition of postmaster to succeed Mr. Koss, appoint- ment Will not be made until the new postmaster assumes the duties of his office, and in the meantime it is probable that there will be nothing more definite than surmise and guess- nT THE VACANT WARDENSHIP. Aa Appointment Made in a Peculiar Manner by the District Court. The death of Warden Crocker creates the first vacancy at the head of the District jail that has existed for over twenty years. It willbe in order now for the powers that be to appoint a man to fill it. Oddly enough the power in this case is vested not in one man, but in the Supreme Court of the District by virtue of section 1081 of the Re- vised Statutes for the District of Columbia. The office is decidedly a peculiar ove, deriving its appointment from this unusual source, while the warden appoints his own deputies and guards, under section 1089 of the same statutes, and the accounts of the jail are scrutinized, approved or disaliowod by the At- torney General, under section 5545 of the gen- eral statutes. The rulesand regulations for the government of the jail are also prescribed by the Attorney General. The salary of the office is $1,900a year.
