He Was Scooped Into a Patrol Wagon While Quietly Attending to Business. Mr. Charles E. Leonard of the Census Office, who has charge of the Inter-Ocean building on %h street, where the popuiation and other divisions are located. was standing this morn- ing on the pavement in front of the building overseeing the delivery of goods. Oneof the chiefs of the division located in the building, ‘Mr. Chittenden, came along and stopped to mpeak to Mr. Leonard, and the two were joined after awhile by Mr. Ernest, acierk. While they were quietly talking’ Officer Loftus came up and ordered them to move along in a rather peremptory manner, the gentlemen say. Mr. Leonard protested and said that his business required him there. ‘The officer said that he did not care what Mr. Leonard's business required. and he wanted him to move along. Mr. Leonard continued to protest in a quiet way, and the result was that the officer placed him under arrest and walk- ing down to the telephone box ushered up the wagon and Mr. Leonard was taken to the i2th-street station. In the meantime Mr. Chit- tenden hurried to police headquarters aud saw Maj. Moore. and before Mr. Leonard's name was dry on the blotter at the police station au order came from Maj. Moore for his immediate release. which was at once complied with. Mr. Leonard is indignant that he was obliged to ride through the streets in the patrol wagon, ‘The ouly charge brought against him was ob- structing the sidewalk. Mr. Leonard will en- deavor to have the action of the officer made the subject of investigation, as he believes the prrest was uncalled for. pea COLD COMFORT FOR INDIANS. Frost Will Come Before They Get Their Clothing and Blankets. The Indian office has just completed the Contracts for the anaoual supply of clothing for the Indians which was authorized by the an- nual appropriation bill, sigued by the Presi- dent on the 20th of August. As the contractors have si: days to make the clothing and it is to be shipped to the agencies after the expiration of that time it eo that the Indians will not get their Ss ntly saved their last winter's suite and blankets will be able to get along until the new clothes are re- ceived. Chance and T. BR. Commissioner Groff of the general land office today issued to registers and receivers the fol- lowing circular relative to the repeal of the arid land law of October 2, 1888: “Iam directed by the Hon, Secretary of the Interior, by letter of September 4, 1890, to call your attention to the attached copy of that portion of the act of Congress approved August 30, 1890, which repeals so much of the act of October 2, 1838 (25, Statute 526), as withdraws the lands in the arid region of the United States from entry, occupation and settlement, with the exception that reservoir sites horeto- fore located or selected shall remain segregated and reserved from entry or settlement until otherwise provided by law, and reservoir sites hereafter located or selected on public lands shall in like manner be reserved from the date of the location or selection. The circulars of this office of August 5, 1889, and August 9, 1890, are hereby rescinded.
