THE EVENING G STAR. | “WASHINGTON FRIDAY. August 22, 1590. --Hattor. GME EVENING STAR bas the fullest Local Cireulation of any Newspaper in the Werld, and as am Advertising Mcdiam is worth mere than all the other papers published in Seeman There isa public side of great interest in the pending controversy between the Vanderbilt system of railways and their striking employes. ‘The public bave a direct interest in the early and aatisfactory settlement of this matter on recount of the delays in transportation and the worry and friction incidental toa dispute of stich magnitade and character. Itis hoped that the good sense and good citizenship of both the contestants, the road and the Knizhts of Labor, will soon make a way out of the dif- tieultien Toa proper understanding of the controversy some attention to the history of the affair from the beginning is indispensable. ‘The contest aross not ove- hoursof or com- pensation for labor, but is due, so the knights allege, to the dismissal of employes whom the railroad company refused on request to reinstate and the ground of whose dismissal the company’s officers declined peremptorily to state except to deny that it was because they be'onged to the Iabor organization. At first ‘Third Vice Prestdent Webb, acting as pres- igent in the absence of President Depew, would not hold «ny communication with Mr. Holland, the knights’ representative, on the ground that Holland was not an employe and therefore was not an interested party and bad no grievance. The knights of the local as- sembly then ordered a strike. This was about ton days ago. This strike, chiefly at first of firemen, was apparently rash on account of its suddenness and the fact that the men did not exhaust all meaus toreach an agreemént before going out. Mr. Webb's conduct on the occasion, | however. was not wholly unexceptionable, and his subsequent course has shown that he lacks the requisite coolness for dealing with momentous concerns. He insists with great obstinacy that there is nothing to arbitrate— that the discharge of the men was the com- peny's business alone. As the matter stands, with hundreds of car loads of food needed in the centers of population perishing, with travel and business more or less impeded and | embarrassed, with the laboring masses inconsed 4s corporate harshness and unreasonableness, the railroad company would seem to expect the public to accept their own statement with- out investigation as ending the dispnte and | putting their employes wholly in the wrong. ‘This is agsuming a vast responsibility, ‘The only issue that Mr. Powderly and the knights make with the company is whether the men were dismissed for cause or because they | were Knights of Labor. The knights assert! that the dismissals were for the latter reason, the company that they were for cause. Which is right? The company cannot afford to fall back on its dignity and decline to submit a THE EVENING STAR: WASHINGTON. * SEEEEEENER ESS nuageesegeye yey We close at 6 p.m. exeept Saturdays, A Few Irexs Fo: “QUIOK BUXERS.” —— If you've got children to buy for these notes Ea will interest you-if net, those 800 pairs of ALL- —— WOOL PANTS st $1.98—may. 2 But those—now don't stand sround thinking— ——They're too few. Disinterested outsiders are competent, surely, to decide the question of inet, —_——— Within two years, according to act of Con- gress. the Washington and Georgetown Rail- road company must substitute on all its numer- ous limes for existing modes some improred method of locomotion for its cars. The ex- periment of a cable rond on 7th street may be considered a success, and it has been stated publicly by the president of the company that the cable will be put om ail the lines belonging to it within the prescribed limit. Another | interesting experiment not yet proven a suc cess, so far as this city is concerned, whatever the measure of success it has met with e’se- where. is that of the compressed air motor on the Brightwood avenne or 7th street extension. This line is in course of construction. Thus far no experiments that have been tried except the cable and overhead electric motor have proved satisfactory. The subject is worthy of all the study that the District Commissioners and street car companies can give to it —— Acase of genuine Asiatic cholera bas ap- peared in London and there is every indication that it will spread there, and, of course, that means a speedy extension to America. Old people who remember the “cholera of 1832," | which was very fatal in its effects, say that the | weather of that time was similar to the westher | we have been having lately, namely, very warm with heavy intermittent showers, which oat very little effect in reducing the temperature, Om the theory that the cholora appears every seventeen years we are safe for ten years yet, bat it mot wise to proceed on theories when dangerous conditions confront us. Strict quar- | amtines at every sea port, careful examination | of baggege and goods from suspected districts, vigorous measures of sanitation and persistence | im cleanliness, personal, household aud mu-| nicipal, are imperative, and every individual should be alert for self preservation. $e Gor. Gordon of Georgia is impolitie possibly, buthe is honest and shows business sense in | coming out squarely against the sub treasury plan of the Farmers’ Alliance. The alliance | hos many possibilities for becoming a powerful | organization if prudeutly managed, but it lacks | cobesion on its present piasform, and it could | nei do otherwise than fail disastrously if it Were subjected to any great test of strength. A chain is only as strong us its weakest link, and the sub treasury link im the alliance chain is particulurly weak. Some of the state alliances, recognizing this faet, have rejected the snub treasury feature altogether, and others have declined to indorse it, oo ‘Hon. Louis E.
