NOYES THE RVENING STAR bas the fullest Local Clreulation of any Newspaper in the World, and as an Advertising Medium is worth more then all the other papers published in Washington. ————————— The adroit attornies for the Pennsylvania railroad, on Saturday, came very near getting an important piece of legislation to the ad- vantage of the road through Congress by tack- ing it on an appropriation bill in the shape of ap unobtrusive amendment. But for the vigilance of Senator Edmunds it would ap- parently have slipped through unquestioned. ‘This demure little amendment authorized the Baltimore and Potomac railroad company, “to Duild a new wagon road between the north end of the main channel and the foot of Fourteenth street, and npon the completion of the same the said company shell have tho right to im- prove the alignment by flattening the curve in approaching the Long bridge at Fourteenth street, and occupy with its tracks the present wagon road of esié bridge between the points aforesaid.” Dir. Edmunds said that the amendment, as it was prepared and presented, was, in his opin- ion, “totally inadmissible for the public inter- est in thie town. That something ought to be done there is undoubtedly trne, but upon the report of the engineer, Col. Hains, it is some- thing that has got to be done comprehensively, or, if done locaily and for the timo being, under the most careful safeguards as regards its not being « permanent grant, &c. “To have an amendment, therefore, would require 2 careful and restricted preparation of the thing, but, as it now stands, if the railroad were allowed to do that thing the wagon road would be just as near their tracks as it was be- fore, only we should have given them land enough to make it a permanent road alongside of the track.” What Senator Edmunds says with so much point in respect to safeguards and to the need thet whatever is done in the matter should be upon some comprehensive plan, applies with eqnal force to the legislation asked for by the railroad company in tae Atkinson bill, a Mrs. Grant having given her consent to the removal of General Grant's body from River- side to Arlington removes the only obstacle in the way of the transfer, and immediate action should be taken by Congress to carry out her wishes and the wishes of the vast majority of the people of the entire conutry outside of New York. What New York may donow docanotenter into discussion or the proceedings. She has had five years to show what she will not do and her days of grace are ended. Before the frost whitens the hills of Virginia the body of Gen- eral Grant will be at rest forever beneath the sod of Arlington. oo The German societies in the United States Purpose celebrating aday to commemorate the German American settlements. The day fixed upon, October 6, the date of the beginning of the first important German settlement in the confines of the republic, that at Germantown, Pa., is the most suitable one that could have been found. In the establishing of the great commonwealth of William Penn, the German settlers were a leading body. It was there they came in considerable numbers earlier than in other communities, and there they always com- manded an influence commensurate with their numbers, intelligence, aud character. Thence in the first half of the eighteenth century they radiated, forming important settlements in New York, New Jersey, Delaware, Maryland, Virginia, and the two Carolimas, The German settlements in the west were, of course, very much later, and were formed chiefly of imm:- grants who came direct from the fatherland. ‘Lhe German population of the United States is one of the most sober, thrifty, intelligent, and patriotic in the whole land. They do well to celebrate the establishment of the German sct- tlements which gave to the republic so much of its vigor, ite progress, its po:itical liverty and solidity. a When the British parliament is prorogued a speech is read from the sovereign and the members go home.
