a TH EVENING STAR, WASHINGTON: TUESDAY. chosny s 2OY Circulation of any Newsp: and as an Adve ‘The House's action of yesterday on the At- kinson bill puts the measure back where it was four weeks ago. The motion to recommit with instructions to remove the depot will come up for copsideration on next District day, and if that is vote” down, debate and action upon the other amendments which have been and are to be proposed will be in order. The course which this proposed legislation has taken m the House has given an undue prominence to the question of the location of the station. First the House voted that the removal propo- sition was not germane, then four weeks ago it voted decisively for removal, and yesterday it voted decisively against removal; a number of the strongest friends of the District being absent, a number of the advocates of the bill postponing their trip to Boston for a day in order to be present, and barely a quorum being on hand. Assuming that the present Congress | will not move the station from the mall, the more important question arises: What will it do in respect to the protection of life at grade crossings? There isalso public curiosity as to whether, leaving the station on the mall, it will not clear 6th street and compel the road to sink and cover the tracks on the park, and to pay in public improvements for the valuable privileges confirmed to it, More than twelve thousand of the people of this city, including leading men in every occupation, profession and section, have already petitioned in protest against the Atkinson bill, that in local railroad legislation consideration be given first, to haman life, next to trade, next to the city's beauty, and only lastly to the proposed legaliz- ing of the road’s illegal acts, and the proposed gratuitous confirmation of its unauthorized use of public property. The voice of the city, divided to some extent on the station location question, isa unit in demanding relief from grade crossings and improvement of the occupa- tion of the park. On next District day the Dis- trict’s legislature will, probably, make its re- sponse to the requests of the people, as outlined in Tue Star petition, and if any regard what- ever is paid to the wishes of the city the re- sponse to the petition cannot fail to be favor- able. = Before Kemmier’s execution there was s good deal of aqidental execution by elec- tricity—almost certain in each case of shock. Now that the electric light companies have decided that Kemmiecrization is and must be always a failare the line men and others acci- dentaliy or negligently injured will live to prove that electricity cannot kill, See? pebeaamenbye He = Capt. Jacob Gray, post department com- mander of the departments in the Grand Army of the Republic of Alabama, Mississippi and Louisiana, was in the procession at the funeral of Jefferson Davis. Some of the G. A. R. posts “wicked,” and Capt. Gray in retaliation organ- ized nine colored posts and stated that if his opponents would not parade in the Davis pro- cession they would be made at other times to walk side by side with the colored members of the order. Two sets of officers were elected as @ result of this division of sentiment. ®he matter was taken up to Gen. Alger, the com- mander-in-chief of the Grand Army, who de- cided in favor of the negro posts. But the anti-Grayites court-martialed Gray. Gen. Alger reversed their sentence, and the whole question was relegated to the national en- campment now holding in Boston. The ques- tion is one of large interest to the Grand Army of the Republic, a aera William Two of the Germans talks with Oscar and secures the right to enlist the fine Scandi- nevian sailors in bis navy. He talks with Leopold and the Belgiaus lean away from a possible French alliance. He talks with his grandma and England is willing in deference to Greece to let Waldemar slide as a candidate for the throne of the bothersome Bulgars. This is a conversational vacation for the Ger- man emperor in which conversation is profita- bie for him. + Castelar fs a great orator, a brilliant writer and one of the foremost popular leaders now living, but if he hasn't overcropped himself in laboring at one and the same time on a life of Christ and a history of Spain it is simply be- cause he has a Gladstone's vigor and Verwatility. —<— + While the New York Central and its em- ployes are trying to kick the pantaioons off of each other the peopie at large who must stand between are doing all the suffering. priitones~. hestone renee Ifsome irrigation required xs much confer- ence between the Congress houses as other irri- gation does there would be a thirsty set of Con- gressmen in Washington. <> <a It would appear that if the Duke of Cam- bridge be kept mach longer at the head of tne British army there will be in place of an army a horde of mutincers. ee General Alger is shakfng out his folds over the G.A.K. meeting at Boston and spelling pen- sion with a great big P. The general is willing for Uncle Sam to empty his pockets on the blue, if only the general can get a touch of the house that is white. $< If New York in the plentitude of time should erect a monument to General Grant, she would probabiy get it paid for by hiring it out asa Sead-wall to the enterprising bill poster. The Secretary of War, who is up in Massa- ehusetis, isa mighty long way from that portion of his “seeret” mail that lies “waiting for him” in the state of Washington. Let the next great war correspondent try his fakir hand! cuabs fap tomaieoawes Senator Plumb expressed truth as on @ mountain top when he said yesterday that the tariff laws should be amended only once in ten years. But they shold then be altered so as to meet the necessity of the situation and not small part of the people. —$—-- Three great prose powers of English litera- ture in the middie parts of the 19th eentury— Carlyle, Ruskin and Newman—are now all dead.
