To this extent the critics of the new method of inflicting the death penalty are justified But there is nothing to indicate that this manner of death is cruel, or that it is not far more certain, and far less painful and horrible than death by strangulation, as in Langing. Successive failures to kill by hang- ing, restoration to life of men hanged, Jong continuance of the death agonies of the hanged, cases of such horrors as the complete separation of the head from the body at the scaffold, are matters of record, Hanging is an outgrown barbarism, and some other method of inflicting the death penalty must take its place. ‘The first experiment with elee- tricity as this substitute is not conclusive. It is clearly au improvement upon hanging, but au improved apparatus applying a current in- stantaneousiy fatal must be devised before the wishes of the public in respect to the method Of disposing of murderers will be fully satis- fied. The advocates of the use of electricity for inflicting the death penalty are in condition to suggest that all beginnings are crude. No great inventions of any time have sprung fected into use, Time and practice are re- juired to put them into proper working order, and an electric execution ten years hence will no more resemble, in the appliances and meth- eds of action, that of today than does a great Iecomotive in burnished brass and steel re- semble the “Puiting Billy” of Stevenson's earliest efforts. — + Is next District day to be wasted, as several of its predecessors have been in attempting to auould the Atkinson railroad bill into a shape ia which Congress can swallow it?
