WASHINGTON: ‘Cnosuy 8, NOYES. —— THE EVENING ) STAR has the fullest Lecal (Cirenlation of any Newspaper in the World, and as an Advertising Mediam te worth more than all the other papers published in Washington. SS ‘The railroad as a common eatrier is one of the powerful agents of modern civilization. For value received it develops and builds up cities and states. In this capacity it is entitled to receive and does receive from the public admiration, respect and support. When the railroad departs from the lines of ite business as common carrier, and mixes in politics, Bominates and elects local and national legis- lators, bargains for places on legislative com- mittees, hires a lobby and the silence or sup- port of newspapers, and essays to govern, and te govern selfishly, for the increase of its private gain and the injury of the public, then it assumes a new role in which a different Judgment is passed upon it by the people. The credit which it deserves as common carrier does not svail to justify its encroachments as a manipulator of politics. Not content to be s useful and valuable public servant, it usurps the authority of master of ‘the public, As a common carrier it would gain and hold publie confidence and support by the excellence of its service, by obedience to the Jaw, and by liberal improvements for the pro- tection of life and property. As the public's master it disregards the law, appropriates pub- lie property, makes no effort to save life and femove trade obstructions along its line, and saves itself from the legal consequences of illegal acts and from the necessity of expendi- tures in public improvements by manipulating to ite will the people's legislatures, Washing- ton needs railroad carriers, not railroad rulers, It wants all the railroads that it can get, and it wants to see them supplied with the means of furnishing the best possible passenger and freight facilities. It is not necessary in order to have railroads to permit them to break the law at pleasure, to turn over to them unconditionally the freedom of the city, ana to give them power of life and death over the inhabitants, The modern tendency in cities is to insist upon individual rights against the cor- porate aggression, st least in matters in which human life is concerned, and the move- ment against steam railroad grade-cross- ings is widespread. No city has profited more largely through railroads than Chicago. They have made it great. But Chicago now perceives, from the record of slaughter at its grtade-crossings, that the tracks of its useful servants should not within the city limits be on grade. And it struggles for this improve- ment. It does not seek to banish tho railroads, but to render their presence reasonably safo and to reduce as mach as possible the ugly feat- ures of their occupation, The caso is the same with Wasiington today. Here, however, the benefits bestowed by the railroads have been smaller, the gratuitous privileges granted by the city have been larger in proportion, and a decision of the country’s highest legal tribunal bas pronounced illegal every diversion by the roads from thir ntwin course through the city. ‘The situation is almost equivalent to the es tablishment of new lines of road, from which concessions by way of compensation uiny naturally and reasonably be exacted. The people ask that in pardoning past offenses of the road and in rendering adequate its passen- ger and freight facilities, Congress will also take advantage of the opportunity to protect life, remove an obstruction to trade, and in- crease the attractiveness of the city. —— «= “Electrothany,” “electrocide,” ‘“electroeu- tion”—these are a few of the attempts to give a name to the mode of death by which Kemm- ier suffered this morning.
