ES" THE EVENING STAR: WASHINGTON. D.c., TUESDAY, THE EVENING STAR has the fullest Lecal Circulation of any Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in Washington. The celebration of the opening of the new bridge across the Eastern Branch, which is to occur this month, calls attention to the pro- gress which has been made and the needs still to be satisfied in the matter of District bridge building. To build up the great future Was h- ington, to bind into a compact modern city main Washington and its suburban surround- ings, to facilitate ease of communication be- tween the city and the neighboring country which supplies many of its needs, and purposes of the eapital which are materially assisted by perfecting the means of easy transportation across intervening waterways, There are few public works of greater importance to the city. The celebr: of the opening of the Free Bridge across the Potomac in West Washington in 1888 marked a notable event in the capital's progress. Another distinet forward step of the same sort we are to commemorate this month in the celebration of the open- iug of the Eastern Branch Bridge. Im- provements have also been accomplished im the facilities for crossing Rock Creek. A new bridge across the Eastern Branch, a sub- stitute for Benning’s Bridge, remains to be built The great and urgent need of the main city is that of a creditable substitute for the shabby and danger-threatening Long Bridge; and of the erection of still another bridge, sub- stantial and ornamental, for the people, not the railroads, to be thrown across the Potomac from central Washington. If this bridge ean be so constructed as to serve worthily as a memorial structure to Grant or Lincoln, or both, and it can be so built if suffi- cient expenditure is authorized, then a double purpose will be happily accomplished. But with or without the memorial feature the capi- tal must have in the immediate future the re- construction of the railroad Long Bridge and the building of a substantial passenger bridgo across the Potomac from the main city. The thoughts and work of citizens should begin to tend in the direction of this project, that the date of its accomplish it may be hastened. ——— It will sooner or later become a metecrologic and well-known fact that somewhere in the northwest there is a great weather wave reser- voir, where the waves are stored ready for use. This reservoir is undoubtedly open at both ends, with the lid off and the bottom out, so that its contents are exposed to the rigors of winter and the fervor of summer, and when- ever a slight breeze arises the wave that is ripe issues and comes sweeping down upona de- fenseless community. In winter it is a “coid wave,” so called by signal scientists, and in summer it is ‘hot wave,” of course. What we need is am exploring party to discover and capture this reservoir and put it away in our national weather bureau drawer, where we “cam use its contents as we desire, after they have been cut to fit the season.
