COPPER MINES IN LOUISA COUNTY—BUILDING A NEW TOWN ON THE C. AND 0. RAILROAD—THE CROPS—PLAYED OUT FARMS—WASHINGTONIANS UMMERING AT AN ANCIENT FARM HOUSE. Preasayt Grove, Louisa Counrr, Va., July 29, 1890. This pleasant country place is situated on the famous “Backbone of Virginia,” which is a low Tidge stretching from Fortress Monroe ina northwesterly direction through Richmond and upto the Bine Ridge mountains. It is not notable generally for the fertility of its soil, but at the present time its miueral deposits are claiming a vast amount of the attention of the residents of Louisa county, which it traverses. A number of copper mines have been in opera- tion in the county for a long time and as early as 1830 rich veins of gold and silver were dis- covered here, and it was the ore of one of the mines of this county “that surpassed im rich- uess the best ores of the whole world at the Centennial exhibition of 1876." For some reason, however, these mines have not as yet been extensively worked, but now mining is all the talk and copper is the metal that is being talked of. Many a farmer, who but recently considered himself the possessor of so much plain farming land, is now in hopes that he has beneath the surface arich store of copper rites, as itis said that the ore is boing ug~ carthed at various points in the neighborhood. Jn consequence of this boom a new town un- der the name of Mineral City, haa been laid out five miles east of Louisa Court House, on the Che ake and Ohio railroad, and in the midst of the mines. Here it is proposed to erect extensive crushers and smelting works to that the ore, instead of being sent north, will be reduced here. ‘therefore, town lots in the new city are going off rapidly and preparations are beiug made for the erection of a hotel, a chureb, a factory, stores, dwollings, &c, ‘Lhe crops that have been gathered up to the present time hereabuuts this season—wheat, rye. oats, &ce.—have been much behind the average yield, and the apple crop will be a failure, Lut now since the rain of the past few days corn and tobacco are looking finely and will no doubt turn ont well, The amount of Jand in this section that was once farmed, but which has now become over- grown with’ oldfield pine, is immense, The reasou assigned for this is that betore tho war the farmers owned slaves and were therefore able to work large tracts, but that by the emancipation proclamation they lost this help. and hence were compelled to narrow their borders. ‘The other day I went across country; this grove to the South Anna river, a distance of some six miles, and on the way saw only some five or six houses, although I traveled by roads, county and private, all the way. Woods seem to be everywhere, mostly on land that was once cultivated. Lam told that there are quite a number of cabins through the country occupied by col- ored people, who cultivate ouly stall patches of ground, but they are hid away from the fre- quented roads and are only reached by by- paths, From this it would appear that there is yet considerable room for settlers in this part of Virginia, and if farmers, who are well ac- quainted with the nature of land and.well up im the business of tilling the sail see fit to come here and settle, I have no doubt that many can in a very short time have themselves estab- {isbed in comfortable self-supporting homes at comparatively smail first cost. Such men must, however, know their busiuess from the start, some of the land here is very poor, and the knowing might ignorantly come into posses- sion of it, Poplar Grove, from which this letter is dated. is a farm located five miles from Louisa Court House. The house, a well-preserved story- and-a-half white frame, situated in the midst of slightly rolting cleared fields that stretch away @ quarter of a mile or more on every band, thus leaving a clear view in all direc- tious, and on the northwest preseuting the dis- tinct outline of the Blue Ridge, forty miles away, was built by an Englishman’ named Quawles more than a hundred years ago, who imported from his native land the ‘nails (wrought iron) and some of the other material entering into the construction of the building. Here they rest pleasantly from the turmoil of city life. “Phe covered front porch, betore which is the large yard, full of beautiful gow- ers and tall shade trees, is the starting point of all expeditions, where plans are laid, adious said and Landkerchiefy waved, When the rain falls here they sit and talk and laugh; when the sun shines they watch the humming-bird dart among the neighboring flowers and hearken to the oft-repeated notes of *Bob White” and the hundred and one other birds, among them the English mocker, that are present in numb: wiule in the evening shades the solemn hoot o! the owl aud the ery of the whipporwill are wafted to their cara, Outside they play croquet, ramble over the fields and into the deep woods, take lessons in horsemanstip, some of which’ are very ludi- crous, or take a ride on the ox cart. A ride on an ox cart is a jolly thing under auspicions cir- cumstances; for instance, just after sundown, with twelve or thirteen persons aboard—girl boys, men and women. O, what laughing! what shouting! and what screaming! The cart is full up, it has no springs under it, and the road is rough. The oxen go at a lively pace and there is great jolting, but everybody en- joys it unmensely. Of course it does not last long. ' a, TO PALESTINE, NOT AMERICA. The 1,000,000 Hebrews Who Will Probably Leave Russia. From the Philadelphia Press. It was ascertained in this clty yesterday that the 1,000,000 Hebrews now about to leave Rus- sin on account of the enforcement of the edict of 1832 will not come to America, as has been expected, but that they will nearly all be sent to Palestine. In consequence of this deter- mination George Randorf, the agent in this city of the Baron de Hirsch trust fund, yester- day mailed 100 letters to various societios in Russia warning the members thereof not to come to this country under any circumstances unless they had money or friends here who would take care of them. By this new exodus will the life-long dream of Lord Oliphant, to gather all Hebrews to their fatherland, begin to be realized. A STRINGENT EDICT. According to the edict Hebrews must hence- forth reside in certain towns only. None will be permitted to own land or hire it for agricul- tural purposes, The order includes within its soone tocwe and handreds of villages that h large Hebrew populations. They will not be allowed to hold shares in or work mines. The law limiting their residence to sixteen iv inces will be enforced, None will be allowed to enter the army, to practice medicine or law, to be an engineer or to enter any of the other rofessions, They will also be debarred from Rolding posts under the government, The en- forcement of the edicts will probably it in the expulsion of over 1,000,000 Hebrews from the country. Until now the general supposition has been that the great majority of the 1,000,000 would emigrate to this country, but it is ned that for years plans have been under way to pre- pare for ‘the move into Palestine, Ten months ago # meeting was held within the czar’s do- minions by delegates representing Hebrews in thirty-six Russian cities. The Hebrew Charities Association of this city Inst year expended in the cause of immigration about $25,000. and a larger sum will probably be needed this year. They find the present tide of Hebrew immigration almost too great to handle. ‘The only objection made to the Palestine plan is a fear that the Sultan of Turkey may not wish 1,000,000 of the czar's subjects to settle in his dominions. But their present condition is so unfavorabls and the prospects of life in Palestine are go bright that every effort will be made by the Hebrews and presumably by the Russian government to convince the sublime porte of the wisdom of allowing the wholesale immigration. m NORTH DAKOTA REPUBLICANS. Jeremiah Miller, a wood chopper who lived in « cabin on North mountain near Mechanic: burg, Pa., shot and mortally wounded his wife Wednesday and then killed himself. Miller, his wife and nine children lived in an out-of-the- way place on the mountain and earned a scanty living by selling wood in the valley towns. Wed- nesday on the woman's returu from one of ber usual trips to the valley towns the busband accused his wife of infidelity an working himseif into a passion, seized his who! gun aud emptied the contents of one barrel inio his wife’s breast. Baker of the steamship Obdam, which arrived in New York yesterday from Botter- dam, reports that on the 27th instant he ran down and sunk the French fishing schooner Christopher Colombo. The collision occurred off the Newfoundland banks heavy fog. Of the twenty-six men that comprised the crew of the schooner Capt. Baker succeeded in saving twenty-two.
