THE SECRETARY OF STATE'S CONFERENCE WITH THE WATS AND MEANS COMMITTEE—WHAT REPRESENTATIVE M'KENNA SAYS ABOUT 17— ‘MB. M'KINLEXY WILL NOT TALK, The feeling in congressional circles is that Mr. Blaine by his last letter to Senator Frye has strengthened the case of his reciprocity Proposition. He has certainly let in some new light on the subject and of a character calcu- lated and necessarily to commend it to those gentlemen who seemed to be halting only for the reason that they could not see how the rec- iprocity proposed could be made to work ad- vantsgeously to this country. Senator Frye, who was one of the number, called for specifi- cations, and those that Mr, Blaine has now given him, and through him to the public, are regarded by many as fully sustaining the Blaine position. THE FREE SUGAR TREATY WITH SPAIN. It is a commentary on the short memories of Politicians that so important a circumstance as the treaty made with Spain only some eight Years ago bearing upon this very subject of free sugar, but failing of ratification by the Senate, should so soon have been forgotten. But Mr. Blaine is an exception to the rule and forgets nothing, and coming forward with the highly Pertinent fact now has turned it to good effect. ‘The way he puts the case would seem to carry conviction with it, If, says be, Spain was ready, even anxious, to do this thing only a few years ago why should she not be approachable on the same point now? What has taken piace since that time, r in her case or our Own, which would make the reci- Procity proposed between the two countries undesirable or impossible now? She is still a large grower of sugar and we are still large consumers of that article. Weare still large FRED DOUGLASS ARRIVES. IMPORTANT REAL ESTATE DEAL. My stay thero has been extremely pleasant,so far as my relations with that govern- ment are coucerne: The ground upon which it was thought I would be less acceptable than other person might be was my color. ‘There is something rather absurd about that supposed objection when it is remembered that Hayti’s population is composed of black and colored people, who are naturally proud to see one of their own rece invested with any publie trust. “The climate of Hayti is, of course, tropical and is exceptionably warm in Port-au-Prince, ‘The city is situated at the head of a magnifi- cent bay, but little inferior to the Bay of dis walled in on two sides with lofty ins clothed with verdure from base to summit, Being so situated under a vertical sun, and the mountains excluding somewhat the winds from the north, accounts for its warm climate. But I met many Europeans there who had lived in the country ten, twenty and thirty years, who assured me they had en- joyed as good health there as they ever ex- petienced in any part of Europe or the United States. For my own part I found it necessary, in order to keep on my tops at all,to keep much out of the sun, No European can expose him- self at first to the direct rays of the sun without prostration and, perhaps, fever. SOMETHING ABOUT HAYTI, “Of course the productions of the country are such asare found in all tropical countries, bananas, oranges, pincapples, alligator pears, apricots, some peaches on high places and melons of all kinds; but the staple prodact is coffee. Of this the annual export is avout 90,- ‘There's a conclave of the trades in our howse—car- Pentera, cabinet makers, machinists, painters, decora- tors, upholsterers—all pushing to speedy completion the alterations and improvements we have planned, ‘We will have almost “doubied ourselves” by the time the fall sets in, They're cutting through floors—tinkering here—adding on there. Dust is fiy- ing and plaster is dropping, but it isu'tin your way. ‘The store ie as clean asa whistle, Not abit of confa- sion, You'll find it the same delightfully plossant Place you always have, We've got our part of the improvements to make. It's & woek before stock-taking—with lots of inter- esting things gotng on. The $7.50 MEN'S SUIT SALE has been the grand- st success we've ever piloted. It will lap over into next week only for a few days, The TROUSERS LEFT FROM SUITS—Fancy Pat- torns—Piai, Blackand Blue CHEVIOTS and Black CORKSCREWS—are tempting—useful—and going fast The BOYS' and CHILDREN’S DEPARTMENT has been having busy day with the specialties that were producers of pork and beef and flour, and she still is a large consumer of those articles. The very conditions, Mr. Blaine points out, that prevailed then toinduce Spain to enter into treaty with us for a free interchange of commodities prevail now, and, now as then, Mr. Blaine contends, the necessary nego! tions can be consummated. Spain is not poo now than she was then, and not more in need of revenue, and Mr. Blaine seems to feel that her statesmanship has not declined, since Mi ister Foster on our part met the men in power there, Clearly, therefore, if any republican Senator is hesitating only because he fears that Spain puts no value on a free market in this country for her West Indian sugar, Mr. Blaine's citations go along way to allay that fear. A DOUBTING REPUBLICAN SENATOR. Still the case is not entirely made ont, as is evident by the observations of a republican Senator this morning to a representative of Tux Stan, The Senator in question is neither atimid man nor a trimmer, but at present does not see his way clearly. He puts the mzt- ter in this way: ‘There is no division of opin- ion anywhere as to the importance of extending our selling markets, and to do that we must, of course, make terms as to buying. Now the question is, are we, or can we hope to put ourselves on equal terms with Spain with ty po to taking her sugar. If Ithought we were I should not hesitate a mo- ment about casting my vote for some practical reciprocity arrangement. But I fear we are not on equal terms with her. We are large consumers of Spanish sugar and shall continue , even ifthe duty is not removed. Spain knows that, and further, that Cuba being next door to us, andable to put her staple in here practically without competition will eon- tinue to do so whether there is duty on it or not. The little fr@ sugur that would be coming in from Latin-America would not materially affect the situation. The consumers, who would still need the sugar, would stiil have to pay for it, duty andall, And therein lies THE DIFFICULTY WITH THER PIERCE AMENDMENT. “Suppose that Spain, knowing that we are forced to take her sugar, should refuse to open ber markets to our products, what would be the etfect of the reimposition of a sugar duty aggregating sixty millions of dollars a year right on the eve of the next presidential elec- tion? I hardly think'that would be good_poli- tics, to say the least of it, It would be better to sound Spanish feeling inadvance and spe- cifically. % nothing he taken for uted or on the basis of mere speculation. We are told that a few years ago Spain was ready for such an arrangement, We ought to know pos- itively how she feels today about it.” ‘But there is no Ameri minister at Mad- rid at present,” was euggesied. “Then let @ special envoy be sent over at once,” wasthe reply. “Let Col. Foster go back and try his handagain, He Sague business man and an astute diplomat, and { un- derstand is in agreement with Mr. Blaine on this subject, An understanding. definite enough at least for us to act on, might be reached in 6 month’s time and that would be before the fiual vote on the tariff bill is taken.” Altogether Mr. Blaine’s friends are in a state of high pleasure over this letter. MR. M'KINLEY HAS NOTHING TO SAY. Mr. McKinley, though he bad read the letter, would have nothing to ssy about it this morn- ing. MR. M'KENNA REMEMBERS MR. BLAINE’S ARGU- MENT BEFORE THE CoMMITrEs. Mr. McKenna said to a Sran reporter that he remembered Mr. Blaine’s being before the ma- = of the ways aud means at th i jouse. and that Mr. Blaine bad made a very clear and able argument in favor of reserving the sugar duty to trade on. He called attention to the repeal of the duty on hides and coffee, saying that « mistake had been made in not trading on these and urging the committee not tomake asimilar mistake as to sugar, which was the only thing left to trade on, Mr. McKenna said that he did not know that he was ready as yet to go into reciprocity ay Mr. Blaine proposed, but that he agreed with the argument Mr. Blaine then made and that he sup, him. He said he could not recollect just bse fag =. = spoke of in connec’ th his reciprocity pepeutian, but that he understood him to be speaking generally of the South American republics. His talking, however, was directed to the general proposition of reserving the sugar daty to trade upon in the interest of ex- tending our markets, TALK OF PERSONAL JRALOUSIES. Mr. Blaine’s friends are beginning to wake ‘up and the indications are that there will be a strong fight made to sustain his proposition. ‘There is some talk of personal jealousies hav- ing contributed to the secret rejection of Mr. Blaine’s plan by the committee. The expense of running the government is about $5,000,000 annually and the revenue about $7,000,000, this being chiefly raised by an export duty on coffeo, “In regard to the present government the President, as all are aware, is Hippolyte, the successor of Legitime. ippolyte is a man of marked intelligence, evidently a thoughtful man, and while remarkably amiable is by no means weak. His government thus far has maintained order and given large aysurance of its permanence. There is one trouble about Hayti which it seems hard to overcome—the love of change and a certain fickloness of policy. They have had several revolutions of late years, but after all not more of thove than might be rationally tay oe of any people of similar antecedents, They obtained their hb- erty by a sanguinary struggle againstslavery in 1804, when most Christian nations maintained that institution and who, therefore, held this people in abhorrence for their alleged cruelty to their Fronch masters. Fora time alave- holding nations, our own included, refused to acknowledge their independence. In fact, they were boycotted by the surrounding nations, be- ing recognized as a dangerous example,” THE FUTURE OF THE ISLAND. “What of the future of the country?” he was asked. “Iwill tell you ina word, that judging from all I have seen there, taking the good with the bad, the whimsical and changeable with the stable, I have come to the conclusion that Hayti has a future. A country that exports as much coffee, logwood and muhogany as Hayti does is not a lazy country. It is something for @ people to rise out of the condition of abso- lute slavery and ignorance and form them- selves into a body politic under a constitution in some respects very similar to our own aud to have maintained order during a period of eighty-seven years, They have an executive, judiciary and ‘a legislative department of gov- ernment, a house answering somewhat to our sudasenate. They president, who held the chair for twenty-five Years and several of the | aprmraged have continued in office a period of eight years, The fact that these people have maintained a government thus long and are still maintaining it gives some assurance of stability aud progress, I visited Hayti twenty years ago und, although on my second visit, I saw much that impressed me unfavorably, 1 still could easily see evidences of progress; the schools are much more numer- ousand more largely attended than twenty SAKS AND COMPANY, EVERYTHING FOR EVERYBODY, PENNSYLVANIA AVENUE AND SEVENTH STREET. bbbbbD ROLALBALARARALALALEEAEAAE TUESDAY, JULY &, 1890. The government tolerates freedom of worship for al) denominations,” A LAND WHICH INVITES TO IDLENESS. “Is the population increasing, Mr. Doug- lass?” “The census is a modern institution of civil- ization and there are no statistics affording in- formation on that point. The climate is so mild and the land so rich that the country could support a vast population, but these advantages invite to idleness. It is impossible to estimate the future of such a country under enterpris- | ing American hands, and yet, perhaps, ina few generations they would indulge the same hab- its of leisure.” “What of the language there; were you not limited somewhat in that respect?” “Americans are so well satisfied with their English that few learn auy other language, while most of the merchants and leading citi- zens of Hayti speak two or three. Freach is the common anJ oficial language, but Spaniahy German and English are spoken by many, learned French in the morning and forgot it in the afternoon.
