Congress takes no —— step SS against the dangerons and ugly overhead wires of Washington. The conference report on the District appropriation bill provides for the appointment ofa commission to consider the location, arrangement and operation of electric wires in the District. whether used for electric lighting, transmission of power, telegraphy. telephony or signaling, with a view to securing ag soon as practicable, the construction of a safe = and convenient system of conduits and subways, the placing thorein of all necessary electrie wires along the streets, avenues and other public spaces, ant the remoral of all un- used overhead wires and their supports. The report of the commission is to be submitted to the first session of the Filty-second Congress. ‘Tho establishment of a comprehensive and ad- equate system of conduits for the burial of the overbead wires is clearly the nextand the final step. Congress has by prior legislation prohib- ited the erection of additional overhead wires, it has limited the payment of the appropria- tion for electric lighting to underground wires, and it has ordered that the Eckingtom railway wires be disused within the city limits after July 1, 1893. In these and in other ways it has indicated its views and pur- poses in the matter. It has moved and is moving only slowly toward the general burial of the wires, but its course has been consistent and evidently it will reach the goal in time. It has already ssked and obtained from ap engineer Commissioner of the District, Major Raymond, an elaborate report on methods of wire burial, but the subject is a very important and complicated one, deeply involving local interests, and it may be wise before acting to secure farther light om the subject through the agency of a special commission to examine the whole question exhaustively. The delay will be of small consequence if Congress will act promptly upon the report of the commission, Postponement of action to the first session of the next Congress would be a matter of still less importance if the congressional prohibi- bition of the erection of overhead wires really prohibited, so that there would be no increase in the system of aerial wires during the period of delay. But the law against additional wires is violated with impunity on the ground that no penalty for its breach has been provided by the lawmakers. Congress should strengthen this provision in such manner as to make it effective, aud should push forward with all the haste that is consistent with good work, to the general burial of the wires. As Tur Stan has frequently remarked, there is no legislation to which Congress is by its ex- pressions more strongly committed, none which is more powerfully backed by public sentiment, and little which will contribute more to the beauty of the capital and the safety of its resi- dents and d visitors, —————— The census figures of most general interest to ourselves and foreigners are those giving the population of the United States. The American has no time to devote to the political Schopen- hauers who croak and whine because things are not what they desire. but the optimism of the best Americans is endowed with vision backward and forward. It sees and avoids the mistakes of the past.
