After Tomorrow the Elevator Will Not Rua Until July 1. THE REASON IS THAT THE APPROPRIATION 139 EXHAUSTED--MORE FUNDS REQUIRED—NKECES- SAKY IMPROVEMENTS NEEDED—-CHANGES IN THE MONUMENT FORCE—NEARLY 300,000 visitoRs. After tomorrow until the Ist of July the ele- vator in the Washington monument will not run for the hoisting of visitors to the top of the shaft, and all who wish to reach the neigh- borhood of the capstone will have to climb the stairs, This is necessitated by the fact that there is now just coal enough to keep the engines run- ning until the last trip tomorrow night, all the available money having been spent, The annual appropriation for running the monu- ment, paying the attendants aud keeping the shaft and grounds in order is $10,000, or about ¥5,000 less than experience has shown that it ought to be. The elevator engine consumes a little more than a ton of coal a day or about 300 tonsa year, Atthe market rate of $6 ton it thus costs about $1,800 a year for fuel. IMPROVEMENT OF TRE GROUNDS, There is an extra appropriation now in the sundry civil bill for $5,000 worth of improve - ments around the grounds, which are in need of at least twice that sum. There is a good deal of grading being done now on the northern side, and a flower bed is being laid out here and there, but there are great vacant spots where there are neither trees nor shrubbery thet ought to be covered with some sort of clotbing. RESULTS OF SUNDAY'S STORM. After the storm of Sunday night the watch- man picked up a double handful of marble chips and fragments of mortar from the pave- ment around the base of the shaft that had spawled from the face of the monument the war of wind. rain and ity in the surrounding atmosphere. is due to the constant suc- cession of shocks in the air and the slight swaying. it may be, of the shaft itself under the influence of the strong winds. > dunger is apprehended from this source, however; as the spawling is confined to the old part of the monument and has been going ou for some years, PROMOTIONS IN THE MONUMENT FORCE. There have been several changes in the force inand around the monument. Capt, Mount, late of the army, has resigned the position of custodian and Ee = Hawkins has been promoted the vacancy. His place in the engine room has been wen =6to 6 FF. M.Strom- berger, who until recently was conductor of the elevator and who has been succeeded by James B. Evans, who has been employed at the monument as outside watchman for a dozen yours or more. Floorman Jones was promoted to be watchman and Patrick Farlin was ap- pointed to look out for things on the top level. THE MEMORIAL TABLET. A great square has been chalked off on the interior wall of the shaft on the lower landing, just south of the elevator, for the reception of the brass memorial tablet. There will be about eight electric lights put into the shaft to give illumination to this tablet, NEARLY THREE HUNDRED THOUSAND VISITORS. The car is now carrying about 500 people a day, not a high average when compared with former records, but enough to keep everybody busy every minute. The records show that up to the Ist of June 285,927 people had ascended the shaft since ite epening. Ld nalsrttinaee an DEMOCRATS FAVOR IT. Mr. Blaine’s Reciprocity Project Ap- proved by His Political Opponents. The chances seem to be that if Mr. Blaine will work tosecure reciprocity between the United States and the other American nations, he will get all the assistance he needs from the democrats, There are many democrats, who, regardless of any possible party advantage or disadvantage, would be ready to support a re- ciprocity proposition such as Mr. Blaine advo- cates, The fact that members of each party claim that the idea is one peculiarly in accord with their party principles, gives indication that the policy is one that rises above mere partisan politics, In advocating the interna- tional American conference bill in the fiftieth mgress, Mr. McCreary took strong aud ad- vanced grounds in favor of reciprocity, such as Mr. Blaine favors. He claims that this is democratic ground and expresses great satis- faction thatso eminent« republican as Mr. Blaine should fawor it. Mr. Mills and other democrats make similar comment. Mr. McCreary said toa Sran reporter that he was sure no democrat would throw obstructions in Mr. Blaine’s way if he desired to promote reciprocity negotiations with the countries south of us and develope our trade with them. “Itis.” he said, ‘as Lhave said in speeches in the Forty-ninth and Fiftieth Congresses, a most desirable thing—in the interest of this couutry and of Central and South Americ: that the trade relations of the nations of this continent should be made closer and more ac- tive. see no difference between the demo- cratic position on this question and that ocen- pied by Mr. Blaine. We are glad to have so distinguished a gentleman agree with us. If Congress will follow the advice of Mr. Blaine and take action favorable to reciprocity. it will hasten the building of an international conti- nental railroad and opening of an international banking system and bring the nations of this continent closer together. This would be of incalculable advantage to every nation inter- ested.” Judge Lawrenson’s Funeral. As stated in Tue Stak yesterday, the funeral of Judge James Lawrenson, the veteran em- ploye of the postal service, will take place to- morrow afternoon at 2 o'clock from Wesley M. E. Chapel in this city.
