INTERESTING EXERCISES ON THE OCCASION—MUSIO AND ADDRESSES—AN EXHIBIMON OF PHYSICAL CULTURE—COMMISSIONER DOUGLASS AWARDS THE DIPLOMAS. | Thirty-six pretty young women in white, one in black and three rather lonesome looking voung men were seated on the platform in the room of the Normal School at the Frankiin | building this morning. They were the mem- | bers of the graduating class of the school and all are now eligible to positions as teachers in the public schoois of the District. The room was filled with the friends of the pupils and a number of invited guests of honor. Altogether it was a gala oceasion and one that gave a very successful start to the young aspir- ants for fame as trainers of the youthful mind. The exercises were somewhat informal, but none the less pleasant on that account. THE ADDRESSES. Mr. W. B. Powell, superintendeut of public schools, presided and introduced each of the speakers in turn. Mr. Powell began by making a pleasant little address to the graduates and their guests, after which the class sang a “Spring Song” under the leadership of Mr. Frederick H. Harris, com- missioner of education, and Mr. Hamm of Chicago completed the literary portion of the entertainment. The platform was cleared of chairs and the members of the class all retired. While Miss Blanche Teel played some beautiful marches and waltzes on the piano twelve of the grad- uates filed in on the stage and gave AN INTERESTING EXHIBITION of physical culture, as it is taught in the schools, going through a number of graceful evolutions in unison with the inspiriting music. Anumber of citizens headed by President Maddox of the Analostan Boat Club and John Cumberland called upon the Commissioners this morning and presented a long petition praying that the location of the garbage wharf at the foot of G street be changed, as the awful stench arising therefrom is not only a nuisance, but a menace to the public health, ‘The place complained of is where all the gar- bage wagons deposit their loads on scows to be conveyed ncross the river. In conversation with a Sran reporter one ef the petitioners saad: “This place is an outrageous nuisance and should be moved at once. The odors arising from the decaying garbage as it les there on the scows ready to be towed away is unbearable and liable to cause an epidemic at any time. ‘The Commissioners should take promptaction. * ‘The health officer has been ordered to make ® personal examination of the premises and re- port at once to the Commissioners, —___ Playing | Special Policeman, Charles Kelly and Mary Rioomer, colored, were before the Police Court today charged with disorderly conduct on 4%4 street south- west last night. Superintendent Porter’s Instructions as to Supplying Omissions. In response toa request from the chamber of commerce of Denver, Col., presented through Senators Teller and Wolcott, asking for an ettension of time so that the alleged Omissions of the census cnumerators through- out the state can be counted, Superintendent Porter sent the following telegram: “No specific extension of time can be granted. Wherever any enumerator has been unable for good and sufficient cause to com- plete the enumeration of his district in the Prescribed time, he should be instructed by the supervisor to complete the enumeration, and his accounts will be allowed and paid on the certification of the supervisor that the de- lay was due to ciroumstances beyond the con- trol of the enumerator. Persons can be enu- merated at supervisor's office. Names thus pre- sented as omissions must, however, be verified by enumerators at residence and examination must be made of schedules to avoid duplica- tion, All necessary time and clerical assist- ance will be allowed supervisor for making such examina’ COULDN'T VIOLATE THE TREATY. Why the Contract for the Practice Ves- sel Was Given to the the Highest Bidder. There is growing | belief amoug naval of- ficers that the Secretary in awarding the con- tract for the practice vessel reflected the policy of the administration as regards the attitude of this government toward England. The con- tract was given to the highest bidder, the Moores of Eiizabethport, N.J., the lowest esti- mate being submitted by Representative Wheeler, who owns a ship yard at Bay City, Mich. The Secretary decided that to give the contract to Wheeler would be a violation of the treaty cf 1817, which stipulates there shall be no war vessels built on the Great Lakes. There is a consideration, however, in this stipulation to the effect that itcan be terminated by the giving of six months’ notice by either side. GREAT BRITAIN HAS THE BEST OF IT. Such notice will not be given just now in the present condition of the fisheries question, It is the general opinion that the government will await the conclusion of that difficulty before taking any steps to build men of war on this exposed frontier. Asit is the British, pos- | sessing the Welland canal, has far the best of the bargain, for tiey can send a flect into the lake at short notice. MRS. HARRISON’S DEPARTURE. The Members of the President’s Family Leave for the Cape May Cottage. The ladies of the President’s household made their exodus to the sea shore this morning. At 9:30 o'clock a special train of two cars pulled from the Baltimore and Potomac depot bearing Mrs, Harrison, Mrs. McKee, Mrs. Dim- ick, the two babies and several servants to the cottage at Cape May Point which has just been presented to the President’s wife. The start was to have been made at 9 o'clock, and the train was ready for the distinguished party at that hour, but, with the easy movements of a party that is not afraid of being left behind, the White House folks did not reach the station until 9:20. Mrs. Harrison and Mrs. McKee, oung Benjamin, Miss Mary Lodge McKee, r. E. W. Halfordand a nurse maid occupied the carriage. Mra, Dimmick was waiting in- side the depot. Albert, the driver, and the footman were bade good-bye on the pavement and the party then strcamed inside, the youngsters looking open-eyed at things they saw. The station officials flocked to atwend the ladies, who soon went aboard the train. There were four white servant girls and two col- ored ones taken down to the shore aud one colored man, the only male on the train be- sides the road officials, Mr. Halford did not accompany the party. The train willrun straight through without stopping at Philade! Iphia, and will reach Cape May at about 4:30 o'clock. THE INDIANS HAD A DANCE, The Recent Excitement Caused by an Unusual Gathering of Red Skins, The Secretary of War has received a tele- gram from Brig. Gen. Ruger, dated St, Paul, Minn., June 17: In reply to telegram this date the facts reported by Capt. Weils, eighth cav- alry, who is at Oelrichs station, are that some 600 or 700 Indians after ration day on the 10th instant gathered on White river for dancing. Some settlers in vicinity of reservation on Vhite river and the Black Tail and Beaver creeks, west and east tributaries of same, be- came alarmed and left homes, Capt. Wells in | report dated yesterday says that three promi- nent Sioux had just come to see him to find out what the matter was and who had started rumors of their outbreak, that they had in- tended to continue their dancing and horse raciug for three or four days longer. When they had heard that settlers had left homes and gone into town they, the Indians, at ounce broke up and all went home. Capt. Wells had telegram dated 15th from Agent Gall: at Pine Ridge in words followin: 3 thing here is all quiet and right. ‘These 1 know nothing of the excitement outside does not appear any troops are needed. It would be best to make detachmont if needed from Fort Robinson, as Beaver creck settlers arein that department and almost as near as the command of Capt.
