THE EVENING STAR. GTO WASHIN Day. Cirevlation of and a y Newspaper in the World, = Advertising Mediam is worth wore than all the other papers published im Washington. B8peaking of propositions to remove the mint from Philadelphia, based upon the showing that the building occupied by it in that city has become unsuitable and upon the applica- tion for a new building, the /nquirer says that “New York has wanted it for years and has not neglected any opportunity to agitate for its removal, while Washington is a perpet- waiapplicant for everything.” Our cotemp- otary is of course unreasonable only because excited. In its normal Philadelphian condi- tion of composure and self-control it would not thus unkindly remind the capital of the various things. properly coming to it as capital, which other cities have appropriated, incinding the Columbus centenary celebration which its citizens suggested and ‘ked upon for years, only to see another city reap the fruits of their labors in the end. No representative of the City of Brotherly Love would thus jeer at the disappointment of the capital’s reason- able expectations unless it was ina very un- brotherly and unlovely state of mind. Now Washington bas not bestirred itself in the mat- ter of the mint. but since the Jnquirer so point- edly calls its attention to the matter the state- ment may as well be made and insisted upon that if the mint is to be re- moved it should come to the capital and not go to New York or any other city. While Washington has not the strength, material and political, to contend on equal terms with the great commercial cities of the country in a competition for world’s fairs, national monuments, public buildings and other like things, yet in al! such contentions as have oceurred it has had reason and justice om its side, and it will have in thie case, if there is to be controversy | over the location of the mint. A part! of the terms of settlement{of théquestion where the seat of the general government should be was the location, alorg with other government offices. of the mint at Philadelphia, When the other offices of the governmen: were moved to this city it was deemed to be wise to let the mint stay, because it would cost a great deal to erect 2 new building and the removal itself would involve much expense and trouble. At that time Philadelphia was the foremost city of the republic, in population, business and some other respects. It was wel! to leave the mint there. That is one proposition. Now it is proposed to make a new structure, the old building having become unsuitab!e, ac- cording to the view of Philidelphiars. A new edifice on a new site is the demand. The mint was not moved with the rest of the goverument to this city for clear and cogent reasons. These reasons, according to the Jn- qiiver’s virtual admissions ani the admissions of others, no longer exist. The building was there, therefore the machinery must stay. Now destroy orseli the mint building and you nullify that argumens. If you move it from the building where our fathers placed it you Open the field of competition. If you take it} from the preseut site you destroy the reasons for continuing the operations of the mint in the City of Brotherly Love, and invite the sug- gestion of the desirability of its more immedi- ate connection with the governmental ma- chinery, and of its inspection at closer range by the government agents. — oe The abcrigines of America now residing in the bounds of the United States have 36,000 cuildrea between six and sixteen years of age, excluding the five civilized tribes and the New York Indians. For eight years from 1876 the annual average increase in the Indian educa- tion fund was 75 per cent. Then came a check, oud in 1887 there was a decrease of 2.6 | per cent. at a time when by the passage of | the severalty act. opening the door to citizen- ship, an en'argem@nt of the fund was needed. Congress shou!d either support the Iudian schools with some approach to adequacy or it should abandor all efforts and invite the re- turn to savagery of the young persons already | partly educated. Indeed, soma members of Congress advocate this policy on the ground that the edueated girls and boys who go back to the plain and the forest relapse into barba- rivm becuase they have no moral support among the tribes to which they belong. But oalcial figures show the fallacy of this conten- tion, Of the 293 total returned students from the school at Hampton, Virginia, the record on January 1, 18%), shows that 61 were pronounced | “excellent,” ‘good, ir,” and only 25} “unsatisfactory.” In there a white school | having a better record? Of the whole number 42 are regular teachers, €3 own and work farms, 18 work at trades, 42 gir!: well mar- | red, 35 boys and girls are pupils at other | schools, and mauy of the residue are profit- | ably employed. The record of the Carlisle schvol is not at hand in fall, but in 1886 there | had gone back to 43 tribes 438 pupils. Of these 34 were teachers, 56 attending other schools, 42 at government work. 27 farming for them- selves, 63 were dead and enly 41 of the living were doing nothing. 175 oo A member of the National Temperance Con- Frevs, Mr. Wakeman, created a sagsation by a very simple statement--that the working man 2 more easily enlisted by showing him what a Poison liquor is than by preaching prohibition from the standpoint of holiness, Another re- mark that has « good deal of timeliness and | hard sense in it was that of Mr. Cutting, who| tuid that the right way to divest the saloon of sts attractions for the miserably poor was to | mpply the miserably poor with improved dwellings. Of course this statement is o: true so far as it implies aid or encouragement | and not charity pure and simple. <a The labor organizations of the conntry are in 8 position just uow to do double good. to the cause of labor and to the canse of good government. The ceusns enumerators in cer- tain mining districts im Pennsylvania find a large elass of foreigners, who refuse to give their names and who are only known to their employers by numbers as convicts are desig- pated. The enumerators desire to report | these men by numbers simply and to this Supt. Porter objects on the ground that it is a degradation of labor—of man himself—which cannot be officially recognized. How to do otherwise is not clear uuless the labor organi- zations take hold of the matter and instruct this class at once in the duties it owes to itself, to labor and to the government, — i If the tariff duty on eggs does not call back | American farmers to their deserted farms the Goddess of Liberty may as well seli all ber hens. — Courie To whom? To the star-cyea Goddess of Re- form—the ben-wife of democracy? a The official leadership of even the opposition Party is not to be lightly declined, to para- phrase a famous American gn the Presidential Lum@iuation, oe Asheville, North Carolina, elevates her nose two thousand feet abuve the census office, but the office owns a patent elevator that was in- vented in 1737 aud perfected in 178% Moral: Let the enumerator enumerate. —— ee ‘The contractors don’t want to “tug” for the government. Then the goverument will tug for itself. oo Mr. Porter rightly thinks that numbering in- stead of naming human beings is beastly. He will not have it at the census office, whatever may be the practice in the coal miaes. Sa The ninth annual convention of tho Society of Christian Endeavor met in St. Louis yester- day.
