Battor, ENING STAR has the fullest Local ion of any Newspaper in the World, Both houses of Congress have now agreed to the conference report on the local post office site, and the building is to be erected on the square between € and D and 1ith and 12th streets, which stretches to the south side of the mue at ilth street. This action will be hailed by the people of Washington with a profound satisfaction, unaffected by past differ- ences of opinion im respect to the most desirable site; for a creditable and we! situated building assured in place of absolutely untit rented quarters, and the decision has been reached at a time when a re- turn to the deadlock and inaction of past years seemed almost inevital: Washington cannot appreciate too highly the intelligent and public spirited services of the members of the joint committee on public buildings and grounds, who by concessions have settled the differences | between the two honses, which have so long | deprived the capital of respectable post office | quarters. For €500.000, the amount suggested, an admirable post office building can be erected. It may be doubted, however, whether it will be found, when the plans and estimates come to be considered, that this amount will erect a credit- | able structure over the 50,000 feet of floor space required for post office purposes to a greater height than the one or two stories that the post oftice will need; and whether ina building costing this sum any considerable amount of room for “other government pur- poses” than those of the post office will be dis- | covered. If Congress determines to utilize to the full extent the property which it has de- cided to purchase, and provides the necessary | fands to erect a ma 3 structure covering the whole square, and pre- senting itself with fine architectural effect to the observer on the avenue. there will be abundant room, after accoinmodating the post | Office on the first floor, for “other government purpose: In the event that — this structure “3 built and applications for admission as co-tenants with the post- Office come to be in order, the Star will Venture to renew its suggestion that the offices | of the local District government will be most appropriately housed with the loca! post In pursuance of the wise contention of the | House separate provision is to be made for the general post office department, and the seme | Feasons which prevented the placing of the | depa and local office together should operate to prevent the latter from being put at | the mercy of any other more powerful co- | tenant who can oust it at pleasure They should at least operate in favor of selecting for accommodation from among the improperly housed branches of the government that one which will make the most appropriate co- tenant with the post « and which promises a joint occupation without wrangling or hos tile eacroachment on the part of either tenant. | Every one will admit that the rented quarters of the District build tirely unsuitable. The new structure on the avenue should bea local District building, containing va branches of the government dealing with loc affairs. It must not be understood, however, that the capital is disaatistied with the proposed appropriation for its post office and is greedily grasping for more. For this amount devoted | to this purpose it is profoundly and enthw ustically grateful. It is only in the evént that Congress of its own volition proposes to en- 2 the post eftice building for “other gov. «cument purposes” that the District government files its application for accommodation, a The Atkinson bill is not merely a harmless freight measure, not affecting materially the questions of the removal of grade crossings and the occupation of the mall. It legalizes and perpetuates surface tracks at points where the removal of these tracks andof the accom- panying grade crossings is sought. It anthor- izes the multiplication of such tracks at these points in the future. and the indefinite increase of the persons to whose interest it will be to retain these tracks on the surface. By confirming the illegal occupation of half a dozen smal! reservations without compensa- tion it establishes a principle which would rv der hopeless any attempt to shake its legal though theoretically temporary occupation ot | the mall. It gives away for nothing to the rail- road the concessions which ought tobe the price of public relief from some of the ls of | grade and the surface oceu- pation of the mall, and thus denies | this relief, It is reported as a settlement | of the railroad problem in preference to measures which include with the enlargement of the freight facilities treatment of the ques- tion of grade crossings and the occupation of reservations. Indorsement of it ia a refusal of them, and a perpetuation of the conditions which they seck to change. The Commis- sioners base their comments upon the bill on the express assumption that under it the rail- road is to be permitted to remain as now located, that is with surface tracks, and numerous | grade crossings, occupying the mall and other Feservations as well as certain streets.
