The speeches of Morrill, Thurman and Ingalls and the reports of the various Commissioners and of voluntary or- ganizations of the citizens. including the ex- isting board of trade, show cleatly the legis- lative duty in the matter. Now is the time for Congress, modifying the Atkinson bill and Using it as a part of the foundation upon which to build, to reduce the dangers and obstruc- tions of grade crossings, to abolish entirely. or at the least to relieve of some features of ugli- mess the railroad occupation of the public parks, and to increase the freight facilities of the city. It has been intimated very broadly im behalf of the railroad that all efforts to secure a modification of the Atkinson bill for | the better protection of publie life and prop- erty will be fruitless, and the energetic and capable lebby of the road bears such rela- tions to Congress that it Sught perhaps to be able to make a correct tally and to kuow wha it is talking about, Congress has always listened more readily to the powerful railroad with “the subtle influences” which Senator Ingalls as- erbes to it than to the complaints of the vote- les« people of the District, It may be that. as the road has been sufticiently powerful during aJl these years to prevent any improvement whatever in the conditions of its occupation in spite cf the persistent and vigorous of | the people to accomplish something, able to secure the additional privil it asks without the slightest compensation to the public, to which it owes so much. When unlawfully injured, they have appealed to the courts for protection, and have exercised | the rigkt of petition to the legislative body, just as other citizens of the republic do when damaged either by a corporate or individual lawbreaker. They want additional railroads, the more the better. ‘They want the existing roads and others which will come in the future to be supplied with ample freight facilities. and they favor the grant of a limited power of condemnation, substantially proposed in the Atkinson bill. They would not oppose the grant to the Baltimore and Po- tomac of the nomerous small reservations now cecupied by it illegally, as proposed by the first section of the Atkinson bill, if compensation | therefor in the shape of improvements were offered by the road. They want the mall to be cleared of tracks, and if Congress will not con- sent to that they want 6th street relieved and the tracks on the mall completely covered. They especially want as many as possible of the death-trap grade crossings to be removed. with a corresponding reduction in railroad manslaughter. They ask these things in con- nection with the grants to the road proposed by the Aticinson bill, being convinced that the passage of this measure unamended will give away for nothing the concessions which should be the price of public relief, and will amount toa final denial of all the people's requests.
