Bome people have an idea that the govern- ment redeems postage stamps when from any cause they become unfit for use or are difficult to use. Frequently sheets of stamps are stuck together. or are torn or injured. The loss, if any, falls upon the owner, as the government refuses to assume any responsibility of stamps when once sold. The agents of the govern- ment, the postmasters, can redeem stamps | which they have for sale, if through any acci- | dent they become unfit for use, But when the citizen buys astamp he either uses it in the legitimate way or else he is out the value of the stamp. The government, however. re- deems stamped envelopes. If one should hi | oe to be misdirected or should beco! lotted or for any reason a person should wish to tear open a stamped envelope after he had sealed it for mailing, he can bring it to the post office and get a brand-new envelope in ite place. The reason for this difference in the treatment of the adhesive stamp and _ stamped envelope is that the adhesive s! can be used and then washed and ai deter fe good, unless a careful scrutiny is made. If the government should begin the practice of re- deeming adhesive stamps, the opportunities for fraud would be increased. Then the ad- hesive stamps are manufactured at a cost to the government, which the stamped envelope is not. A HORSE THIEF’S AGONY, Sentenced to Seven Years’ Imprison- ment for a Crime Which He Confessed. John Mundael pleaded guilty in court at Media, Pa., Monday to stealing a horse and buggy from Samuel N. Hill of Concordville aud was sentenced by Judge Clayton to seven years’ confinement in the eastern penitentiary. When Mundael received his heavy sentence he fell back iu the dock and cried and groaned aloud. He virtually confessed his guilt to Captain Cadwalader of the Baltimore police when arrested. Of this number, 21,142 were delivered daily by regulag carriers at the homes of permanent sub- scribers. The remaining 6,740 copies represent the saleg over the office counter, at the news stands, end by newsboys. But of this latter number a very large proportion is supplied reguiarly to per manent residents of the city living in lodgings &c. (not householders), so that ite whole circula tion may be literally said to be in the family circle. While ite aggregate circulation there. fore gives Tue Sram a distinctive and enviable position in modern journalism, the fullness of its home circulation, the extent to which it is relied upon by members of the household, and particularly by the pur-= chasing portion of the community, are the marked characteristics of the paper, to which no other daily Journal now published can furnish a parallel. This is no idle boast on the part of the paper, It is a well established fact, demonstrated to the full satisfaction of the sagacious and enters prising bueiness men of Washington, who seek and know where to find THE LARGEST RETURNS FROM THE MONEY PaID OUT FOR ADVERTISING. This is proven by the growth of Tue Sran’s advertising patronage.
