Raymond Robinson, colored, who arrived in this city Wednesday night from Philadelphia charged in the Police Court yesterday with ceny fromthe person. Patrick Phillips testitied that Robinson stopped him on the street and told him there was something the matter with his necktie and helped him to rearrange it. Mr. Phillips soon afterward noticed that his searf pin was gone. When Otticer W. J. Ken- ney arrested Robinson the pin was found o him, along with a number of skeleton key: Kobinson has been measured and photographed, as he was recognized as an expert thief who has only recently got through “serving time” in Baltimore. Judge Miller bound him over in the sum of $2,000 for the grand jury. Verdict Agai the Railroad Company. The Circuit Court jury Wednesday afternoon, in the case of Wm. J. Aiken against the Bualti- more and Potomac railread, found a yerdict for the plaintiff for $3,000. Aiken owned four houses on C between 4'; and 6th streets south- west, and in 1885 the railroad company erectec a round house for e1 8 directly opposite to them. The Senate Finance Committee Amend- ing the McKinley Act. The Senate finance commtttce yesterday be- an the consideration of the tariff bill, There was a full attendance, and Mr. Carlisle entered into the discussion of the bill with earnestness, A proposition by Senator Sherman was agreed to suggesting that the committee take up the bill by paragraphs and either pass them for future action or agree to them as they stood in the bill as it passed the House. The proposition was agreed to with the understanding that any Paragraph which was agreed to might be re- called for farther action. The consideration of the bill was then begun. ‘THE CHEMICAL SCHEDULE is first in the bill. Before entering upon it Mr. Aldrich suggested that it would be well to decide whether or not the committes would agree to recommend free alcohol in the arts, for if it was the opinion of the committee that this should be done it would aflect the rates on half the items in the schedule. After some discussion it wax voted nut to recommend free alcohol in the arts, The text of the chemical schedule was then gone over and thirty-eight items checked off. Of these, however, thirteen of the most important were passed over with- out action. The committee before adjourning disposed of tour of the 126 pages of the bill, and THE QUESTION OF FUTURE MEETINGS was then raised. A proposition by Senator Sherman to meet Decoration day and continue | the discussion of the bill was disagreed to, He | then advocated daily sessions of ten hours’ duration in order to’ complete the bill so as to report to the Senate at the earliest day possi- ble. This suggestion met with opposition from both sides. Senator Carlisle said he wished to be perfectly frank on the subject. While per- fectly willing to sit ten hours a day he believed | at would be « waste of time, All the time the | committee had so far spent on the bill he be- | lieved had been wasted, by reason of the con- ditions under which it was proceediag, SENATOR VOORHEES SAID that the place for discussion of the bill was in the Senate and he concurred in tife views of Mr. Carlisle. The republican party, he said, wanted a tariff bill constructed on the lines of | protection; the democratic party wanted a bill on the lines of revenue. ‘Lhe way to do was for the majority of the committee to agree upon their bill and the minority to do the same, if in their judgment the report ot a minority measure was deemed advisable, SENATOR HISCOCK PROPOSED that a subcommittee on each side be appointed to prepare such schedules as would be advo- cated by its party on the floor of the Senate: that the republican subcommittee as fast as it prepared its schedules to submit them to the democratic sutcommittee and the latter to do the same with its schedules for the republican subcommittee. ‘The proposition was agreed to, tors Sherman aud Vance voting in the neg- ative. The question of giving oral hearings was dis- cussed but no conclusion reached, so the pre- vious action of the committee adverse to hear- | ings still stands. ‘She changes agreed to in the chemical schedules were all reductions proposed by republicans and supported by the solid democratic vote and the member making the motion. None of the changes agreed to were significant or important. LIQUOR IN ORIGINAL PACKAGES. The Senate Passes the Bill to Counter- act the Supreme Court Decision. The Senate yesterday entered the breach made by the original-package decision of the United States Supreme Court and passed a law placing the sale of liquor imported in pack- ages under the police laws of the states, status of such importations will be precisely as if the liquor had been made in the state, | Senator Voorhees provided amusement by moving to amend the title by making it read: “A bill to overrule the decision of the Suprema Court of the United States in its interpretation and construction of the Constitution on the subject of commbrce between the several states and thereby to relieve the state of Jowa from the consequences of her own misguided legislation.” The amendment was rejected— yeas 6, nays 37. ‘The title was amended on motion of Mr, Wil- son of Iowa so as to read: ‘A bili to limit the effect of the regulation of commerce between the several states and with foreign countries in Your Broon ‘Needs a thorough cleansing this spring in order to ex pel the impurities which have accumulated during the winter, or which may be hereditary, and cause you much suffering.
