A Police Raid on Sing Sing Lung’s House—Thirty-Three Captured Policemen Costello, Jordan and Schultz have for several weeks been watching the move- ments of a number of Celestials who were in the habit of visiting house No. 103 4); street northwest. On the first tloor of the place Sin; Sing Lung keeps a Chinese grocery store, while inJother rooms some of the Celestials have bunks, The ollicers have long suspected Sing of keeping a Chinese gambling house. and last night it was arranged to raid the place. Sergts, Brosnan and Falvey had charge of the raiding party that went to the place about 9 o'clock. The house was so well surrounded that not a single occupant escaped. Thirty-three Celes- tials were captured, Three patrol wagons were waiting outside and the entire crowd, with the exception of one who was sick, were driven to the sixth precinct station. There was a game of some sort going on in the house when the raid was made, and the officers found @ quantity of Chinese coin on the gaming table. The alleged proprictor, Sing Sing Lang. deposited $50 collateral and the witnesses were reieased on leaving $5 each. Today in the Police Court the defendant was represented by Mr, Shillington, who was granted a continuance until Friday, i Two Cabinet Ministers in Sunday School. Secretary Tracy accompanied Postmaster General Wanamaker to Philadelphia Saturday to attend the forty-sixth anniversary of the Seaman's Friend Society, which was celebrated at the Oxford Presbyterian Church yesterday. Dr. C, A. Kingsbury presided and the secretary of the society, Rev. George W. McLaughlin, D.D., read his annual report. The pulpit was draped with American flags and the large audience present joined in singing the national anthem Addresses were made by Mr. Wana- rand others, in praise of the good work accomplished by the society. In the afternoon Secretary Tracy went with Mr. Wanamaker to the Bethany Church, of whose Sabbath school the latter is superin- tendent. Gen. Tracy did not speak at either meeting. Both returned to Washington last night. Reported for THE EVENING STAR. A MemoniaL SeRMox.—Rev. Dr. Bishop preached yesterday in Trinity ME. Church a Sermon commemorative of Kev. Wm. Watters, who was pastor of the Methodist Episcopal Church here in 1803, when it was located on Church alley, where the rear portion of the Catholic Church now stands. He began his life asa Methodist preacher about 1790, and was well known through all this sec- tion of country, Bishop Fitzgerald, when pre- siding at the Virginia M.E. conference here some months ago, subscribed $100 to erect a monument over Mr. Watters’ grave near Falls Church, A considerable collection in aid of the miouument was made at the close of Kev. Dr. Bishop's sermon, Tramps To Be Put to Work.—The city has now in jail some twenty tramps and the cor- poration pays 25 cents per day for their sup- port. Mayor Downham has determined that they shall earn their keep, and an order is made that all of them shall be brought out of jail today, under the charge of three police- men, and’ required to sweep the streets. The work will be begun at the lower end of King street, and after that street is swept they will be set to work picking grass aud cleaning Washington street, Tue Tkamp Kaces.—The tramps were brought out of jail at 9 o'clock this morning and set to work at the river end of King street. There were eighteen tramps and only three policemen to guard them. Some of them worked right on, Others shirked and needed to be stirred up. Presently five tramps “laid down the shovel and the hoe” and broke five ways for liberty and leisure. Three Alexandria po- licemen cannot run five ways at once, but they made good time in three ways and caught three of the fugitive tramps. The other two escaped. It required some discipline to keep the band at work, and tiree were sent to the cells at the station to live on bread aud water until their strength returns. The others are at work. Nominations.—The city judge has seut to the governor the name 2f Dr. Wm. M. Smith and of Dr. W. R. Purvis as successor of Dr. Powell ag coroner of the city. Messrs, W. P. Graves, D. W. Whiting, T. Edelin, G. A. Nowland and 8. B. Padgett are mentioned as appointees as enumerators to take the census of this city next month. A singular and perhaps fatal accident oo- curred last night to Frank Payne, a tweive- year-old boy who lives ou L between 4th and Sth streets northwest, out Of the city vesterc at home except the o of the evemng. few The boy's mother was and there was no one ok during the early part Frank went into the house » minutes past o'clock and the cook, a colored woman, gave hina so thing to eat. When the lad’s appetite had been satistied he went out again to play Wuiie Kemp, one of his playmates, was with lum and they went along L street toward New Jersey avenue. There were several small girls in the party. Frauk’s delay at home had given the others some start ou him and when he came out of the house he ran to catch up with them, CAUGHT BY THE DEADLY WIRE, On L street between New Jersey avenue and 3d street some mischievous person had strung 4 piece of wire from one tree to another and trom one tree itwas stretched across the sidewalk to catch unsuspecting persons and ive them a sudden fall, Frank ran against the piece of wire with con- siderable force. Tbe paling of the fence to which the wire was fastened broke loose and the vicum of the cruel joke fell headlong to the sidewalk. Exactly what part of his bead struck the sidewalk is not known, for there are bruises both on the back of bis head and on his face. His companions waited for him to get up, but as he made no move they weut to him, He was unconscious and to them HE APPEARED TO BE DEAD, Two colored men were standing near by and at the request of the iujured boy's companions they picked the lad up and carried him to the drug store corner of 4th and L streets, where he was attended by Drs. Naylor and Adams, The doctors found a bruise near the lett and a swelling on the back of his bead, left eye was soou swollen to such proportios that the hd was entirely closed. “The phy clans examined the boy's head carefully, but on account of its swollen condition they were unable to tell whether there was a fracture of the skullor not, The patient was rward removed to his home, where his relatives remained at his bedside all might, During the night he recovered consciousness, but he vomited nearly all the time, ‘This morn- ing he appeared two be but little better. It is A square steel wire and the doctors are sur- prised that the boy's throat wax not cut by it, it as thought that the only thing that saved the boy from instant deat was the giving way of the feuce paling. The police of the second precinct have been investigating the case. They have the names of 4 number of withesses aud also the names of two boys who are suspected of baving stretched the wire, although they have no positive proof against them, — YA KD SHED. The Treasury Department Wants to Kuow—Capt. Rossell Explains, THE SAND Recently the first auditor, in a letter to the Commissioners, stated that in the examination of accounts for sewers for the District for 1840 he observes that large sums of money had been expended for the purpose of constructing » building at the sand yard for the storage of cement, &c., which was charged to the various sub heads for sewers. He requested informa- tion on the subject. Capt, Lusk reported that the construction of this shed was necessary to enable the District to guarantee the quality of hydraulic cements used in sewer work, ns the character of the work largely depends upon the cement, He says that various methods of providing for tests have been tried from time to time, but none were suited to the large quantity of work now annually done, and to insure the proper testing and issuing of the cemeut the construction of the originul shed was approved by the Com- missioners at an estimated cost of €950 and that excellent results followed. The Commis- sioners, he says, then ordered am extension of the building at an estimated cost of €550, and that these expenditures wore directly incidental toand necessary for the work of the sewe division, which could not be properly carried on without them. He says the building is the cheapest and simplest that would safely fur- nish the storage requ and comply with the fire regulations. conclusion he sas one for sewer work owing to the great delay in shipments by the railrowds, and the work has several times been on the point of suspension for lack of cement. Without the shed in ques- tion, he continues. the contractors would un- doubtedly have been seriously delayed and the District made liable to damages exceeding in amount many times the value of the structure Capt. Rossell in bis indorsement upon the pa- pers says that his experience in the street de- partment has led him to beheve that this method of buyiug cement «nd furnishing it to the con- tractors is the only one under which proper work can be done, and he regards the expendi- ture just as necessary to the work required under the appropriations as it would be to pur- chase afew boards or tarpaulin tocover cement rve i the weather, to preserve it trom atl Transfers of Real Estate.
