Chief Clerk McGinn of the health office, who has taken much interest in the bill introduced im Congress some weeks ago for the re-enact- ment of the law for the protection of the *pawning grounds of the Potomac in the Dis- trict, has just prepared @ statement for use in Congress of the shad and herring caught in the Potomac during the months of March and April of this year and |: follows: March, 1889, shad x herring, 277,956: March, 1390, shad, 26,109; herring, 337,152; April, 1889, shad, 438,955; herring, 4.757.200; April, 1890, shad, 678,300; herring, 5,850,400. This statement shows an increase in the catch this vear over that of last year of 79.403 shad and 1.333.545 herring, which Mr. McGinn, as well as Fish Commissioner McDonald, thinks is due to the operation of the five-year law which recently expired. RECKLESS SLAUGHTER OF HERRING. This morning Mr. McGinn received a letter from a fish dealer telling him of the wholesale slaughter of herring in the river just opposite the city. The fisherman who supplies the dealer with fish put out three trap nets, but he found the fish so plentiful that one net supplied more than enough to dispose of, and he says that he turned out of one net at least 100,000 herring. most of them being either drowned or in a dying condition. Most of these ‘herring, Mr. McGinn says, Were tight-scale herring, and they do not sell as readily as the glut herring from down the river. “It's a shame,” he said, “that any one should be permitted to siaughter the fish in that manner.” THE FISH LAWS—THE CATCH THIS SEASON, The season for catching fish in nets closes on the 30th day of May and their sale in the Washington markets is prohibited after June 10. A penalty of 5 for every shad or herring | found after that day is provided by law. This season has been an excellent one for the fisher- ten and lasted longer than any season has for many years. The first fish were caught in | January, which is something unusual. There | was only 1 shad caught during that month and 65 herring. In February there were 34 shad and nearly 15,000 herring. During the three months cf the fishing season ending April 30 there were caught 363,300 shad and 6,544,448 herring. - The fish packers are now busy packing shad ead herring for the winte: ss a = Death of Gen. Nelson Davi: Nelson H. Davis, brigadier general, U.S.A., fetired, who died on Governor's Island yester- day, as stated in Tux Stax, had just arrived upon the island to visit friends and was appar- | ently in good health. On entering Gen. Tompkins’ office he was stricken down by an | apoplectic St. He was born in Oxford, Mass., September 20, 1921, graduated from West Point iu 1846, and was assigned to the third infantry. He served through the Mexican war, attaining the rank of first lieutenant. He wus advanced during the civil war from colonel of the seventh Massachusetts volunteers to major and assist- ant inspector general and received the brevet f lieutenant colonel for bravery at Gettys- He was in the Army of the Potomac till | the fall of 1863, when he was sent to New Mex- 160, where he was breveted colonel for his serv- ices against the Apache Indians. He also re- celved the brevet of brigudicr general for his work in the civil war. In 1876 he was made in spector general of the division of the Atlantic, commissioned brigadier general in March, 1865, and retired September 20 of the same year. Anacostia Notes. When the t of William Johnson, alias William Colbert, alias William Ryan, the col- ored man indicted for perjury in making & false afidavit in connection with & pension claim, was resumed this morning the arguments were closed and the case given to the jury about 11:30 o'clock. After nearly an hour's de- liberation @ verdict of guilty was found. Jobn- son stated bis desire to have the matter settled, ashe did not wish to remain in jail, and be was sentenced by the chief justice to the Al- bany penitentiary for three years, The seventh annual meeting of the Georgia Bar Association met at Atlanta yesterday. Mr. Carlisle, who has promised to deliver the an- nual address. could not be present on account of the senatorial eiection in Kentucky. SOCIAL MATTERS. Informal Receptions Yesterday—Per- sonal Mention. Gen. and Mra. Beale entertained the Vice President and Mrs. Morton, Mra, McKee, Mr. and Mrs. Bakbmeteff and others at a dinner party last evening. Mrs. Wanamaker was in the city yesterday, Minister Palmer is in the city and is the jest of Senator and Mrs. Manderson, Mrs. Imer is still in New York city. Mrs. Morrill and Mics Swan were receiving callers yesterday. As usual, when the Senator's house is open there were scores of friends to visit them. Mrs. Morrill has entirely recovered proved health. Mrs. Hoar expects to leave the city for home in excellent health and has very much enjoyed the season at Washington. Mrs. Carlis! making visits yesterday, the former having en- tirely recovered from her slight indisposition of Tuesday. Senator and Mrs. Sherman went out for a country drive yesterday afternoon, and Miss Mary Sherman received the many visitors who — the drawing room making their party call, land and Miss Julia Smith of Warren, Ohio, ar- rived in the city of Mrs. Manderson. Mrs. J. P. Jones was unable to le: her room Pascoe, afternoon owing to fatigue and a headache, but the house was hospitably open and two charming i entertained the call Miss Hollyday of California. The callers were received in the picture gallery, where a cooling beverage of a ruddy hue was served, Mrs. Cockrell was also at home yesterday to visitors in her pretty home on R street. She expects to join « company that will leave here this week for Shiloh, N. C., where the Mecklen- berg declaration ot independence is celebrated. It was an ancestor of Mrs, Cockrell's who wrote that declaration and others of her kindred fell in battle in defense of the country. Mrs. Cockreil has never been able to attend one of the celebrations and expects to enjoy this journey. Mr. and Mrs. C. A. Williams and Miss Mary Williams, who are among Washington's most delightful winter residents, oxpect to close their house here next week and return to their home at New London, where they will spend the summer. Mrs. Irving C. Rosse, who has been visiting friends in New York city for some weeks past, has returned to the city aud with her husband, Dr. Rosse, has taken apartments at the Rich- mond, where they will spend the early season. Mr. and Mrs. James W. Lockett of 6 Massachusetts avenue, have out cards announc- ing the birth of @ son, Kobert Alexander Lockett, on Tuesday, May 13. Mra. Lockett was one of the belles in society here @ year or two since when Miss Pauline Acklan, Mr. Wm. Acklan has returned tothe city from a visit of some weeks in New York city. Mrs. Spinola, who was called to New York city unexpectedly early in the week on account of Gen. Spinola’s illness, expects to return to the city soon, as the general is convalescent and bis physician says a few days’ rest will re- store him entirely. Secretary Noble gave a dinner last evening in honor of Gen, W. T. Sherman. The other guests were Justice Brewer, Secretary Rusk, Senators Morriil, Edmunds, Hiscock, MeMil Higgins. Spooner, Maj. McKinley, Gen. Ham: mond, Gen, Breckinridge, Bancroft Davis, Mr, Thompson and Mr. Bell, The table was hand- somely decorated with flowers and the dinner was an elaborate affair. The Queer Burden He Carried to the Pound—His Grand Schemes. Poundmaster Einstein was sitting in front of the pound yesterday afternoon when he saw a barefooted man coming over the hill with something thrown across his back. He at tirst thought that the man was a laborer going toward the river to work and paid no further attention to him. He turned his eyes toward newspaper that he held in his hands and presently he heard some one salute him with “Good afternoon, sir.” Looking up he beheld the form of the barefooted man, “What have you got there?” he asked the stranger, who proved to be a Frenchman. “A dog. sir,” was his reply as he lowered the dead body of the canine. He had tied the do; four feet together and had carried the corpse on the end of his cane. A VICTIM OF LIGHTNING, The stranger, who was an intelligent-looking man, explained to the poundmaster that the dog had been killed by lightning the night be. fore on Virginia avenue near 434 street. “I found the dead body this morning,” he contin- ued, ‘‘and fearing it would decay and poison the whole neigtborhood I brought it here.” ‘The peculiar-looking stranger was evidently bent on accomplishing something more im- portant than removing dead animals, for he carried under his arma large roll of paper, while over one ear he had two pens and stuck in his curly hair over the other he had a lead pencil and a pair of compasses, PKO BONO PUBLICO, The poundmaster’s curiosity got the better of him und he questioned the man concerning his object in carrying such implements about with him. Unrolling the paper, which he called a ckart, the man explained that he was interested in converting the swampy lands south of the Long Bridge into a Columbus memorial park, and he was also interested in the reclamation of the flatscast of the jail, He said that be had prepared a bill to accomplish these objects for the benefit of the people of Washington, and that Senator Stanford would soon intro- duce the bill for him. THE TALK AMONG NAVAL OFFICERS TODAY—MOST OF THEM THINK THAT THREE YEARS’ HOLIDAY UNDER PAY IS NOT A VERY SEVERE PUNISHMENT —A FEW WHO THINK THE SENTENCE TOO SEVERE, The sentence given Capt. McCalla by court- martial for ill-treating his crew, which is men- tioned elsewhere in Tue Sran today, was the subject of very animated conversation on all ides this morning at the Navy Department, Here and there in a conspicuous mi- nority could, by diligent searching, be found men who thought that the sentence was about what the offense deserved. while others, still fewer in number, advanced the opinion that “the old man had been treated roughly.” ‘The vast majority of officers regard the sentence as outrageously inadequate. In effect the sentence simply amounts, they say, to giving Commander McCalla THREE YEARS’ LEAVE WITH PAY. During his suspension he will receive the pay of an officer on waiting orders, which, in the case of a commander, is $2,300 a year. Under ordinary circumstances an officer com- ing home from a cruise such as that of the Ene terprise would be first given from three to si months leave of absence, the pay being the same as waiting orders ay, and he would then be given shore duty at 3,000 a year. Thus, taking no account of the leave which he would have obtained, Capt. McCalla will lose but $2,100, or the difference between shore duty and leave pay. Had be been the most meritorious of officers he could not by any means have obtained more than a Pecuniarily Commander McCalla is, they claim, well off, as his wife is wealthy and he owns a magnificent residence in thiscity. The loss of pay is nothing to him, if common report is to be believed. He is, at the same time, free to engage in any outside business enterprise he may wish, and thus recruit his fortunes to many times the extent of his loss. EXPRESSIONS OF DISGUST are to be heard everywhere. “It seems to me,” said one officer, “that it would have been enough for the court to have let McCalla off so easily, without asking for clemency. The eleven men who signed that recommendation ought to feel very small.” “I think that the court should have acquitted McCalla,” remarked a solitary individual, ‘It was a very severe sentence.” “Severe!” exclaimed a bystander, “Then I'd like to be kicked a little!” “It is a record that should make naval offi- cers blush,” said a service man, “They should feei disgraced by the fact that ten of their number can thus practically applaud the tyranny of a commander over his helpless crew.” “What a spectacle is here presented!” was one exclamation. “A court finds a man guilty of half a dozen violations of the regulations, of half a dozen distinct crimes and then PUNISHES HIM BY REWARDING HIM.” “Look at the records in the cases of Pay- master General Smith and Surgeon Gen- eral Wales,” advised an officer, “who ere dismissed because they did not exercise sufficiently close watch over their dishonest surbordinates, and see if there is any justice in comparison with this cass, where a man, found | and declared guilty of a positive crime, is given a three years’ holiday and paid for take ing it.” * can find but one motive to ascribe to the court in its action, was one opinion, “and that is thatthey were afraid of establishing a | precedent that might work against them in case any of them should ever go to sea as com- manders again.” “We might as well burn up the regulations, now that MeCalla has been patted on the back for violating them,” muttered one old officer.
