A Hitch in the Action on the Pacific Railroads Refunding Biil, Etc. The House committee on Pacific railroads is having much trouble with the refunding bill. At the meeting last week it had virtually de- cided to report favorably the amended Sen- ate committee bill, but the whole subject has been reopened by the chairman's refusal at the meeting this morning to report the bill tothe House. He insisted that the two rail- roads—the Union and the Central Pacific— be put on even terms so far as the question of interest on the debt is concerned, maintaining that the Central was just as able to pay three per cent on the Union Pacitic, in- stead of two per cent, the rate agreed to by the committee. The majority of the com- mitiee had already declined to accept this view, and was indispused to reverse its action, but it was not regarded as expedient to report the bill without the convent of Chair. man Dalzell, so final action upon the measure Was again postponed unti the next meeting.
