The Supreme Court of the District has de- cided that the District Commissioners have the right to dismiss officers of the police jorce at will—wi-hout charges, The question came before the court in the ease of ex-Lieut. Ecklotf, who was dismissed from the force without the assignment of cause iu 1883. He contended that his removal was unauthorized, and brought the suit—which went against him finally yesterday—to recover salary from the time of his removal to the date of suit. The act of 1861 establishing the police system provided that the members of the force should not be removed, except upon writ- ten charges and after an opportunity bad been given them to put in a defense. The act of June 11, 1873, placing the police under the District Commissioners, empowered the latter to abolish or cousolidate any officers, remove employes, reduce the number on the rolls and make appointments. Lieut. Eckloff contended that this unrestricted right of removal was limited by the act of 1861, and that the act of 1873 simply changed control of the force from one board to another. The court decided against this claim, sted. ~oenavhen: A Novel Procession.
