Republican Senators Preparing a Stlvet Bill—An Anti-National Bank Bill, tes Pursuant to the opinion expressed at the conference of republican Senators Seturday night a committee of thirteen republican Sepa- tors met yesterday and entered upon the work of preparing a silver bill, if possible, that shall command the support of the majority im the Senate. The bill,;which was reported by Mr. Jones from the finance committee as a substitute for the Windom bill as originally introduced, had practically the unanimous indorsement of the Committee at that time. One of the most prominent representatives of those Senators known as silver men stated that the bill would receive their support as the best measure they could obtain at this session of Congress, But since then there has been a disposition to insist upon e than €4.500.000 monthly coinage. They intend to insist upon am whic shall deal with silver with the utmost liberality consistent with an absolute certainty of its en- actment into law, The committee of thirteen are charged with the dut? of reconciling this demand with the views of those members of the majority who do not favor free coiage at this time. Chairman Funston of the House committee on agriculture today reported to the House, with amendments, the Butterworth bill to de- fine options and futures and to impose a special tax upon dealers therein, &c. Section 4 imposes a special tax of 1,000 upon dealers in options and futures, as defined im the bill, and a tax of 5 cents per pound and 20 cents per bushel upon the arti- cles which are the subject matter of sales under futures and option contracts. In its report the co mittee says the bureau of patents can readily be shown to have contributed in a larger meas- ure than any other bureau or department of the national government to the development of our industries, in enabling us to attain our present unequaled prosperity in the ficld of the industrial arts and sciences. While much is said, and with good reason, the report con- tinues, against a few oppressive monopolics which have arisen by reason of the control of some invention which practically gave to the world a new art, such as the telephone, tele- graph, &c., yet even in such instances the adoption and use of the new device effects such an enormous saving that the user refuses to return to the old system. A BILL TO PROVIDE AGAINST ABUSES. That the sumscharged for the use of certain inventions are extortionate is not doubted, the report says, but itis believed thatthe com- mittee will be able to formulate a bill which will provide against such abuses while in no proper sense invading the domain of private right or in any appreciable degree imparing the usefulness of the patent system. in this connection it must not be forgotten that of all the inventions which have been produced and for which letters patent have been issued not one inten has reimbursed the inventor the cost of taking out the patent.
