Every gathering which assem- bles here makes enthusiastic friends for the national capital, almost equal to the numbers brought together. Every dollar contributed for such « purpose is sure to be returned to the city, many fold, either directly or indirectly. It is true that those who contribute liberally in such cases form a comparatively smal! portion of the whole population, that their purses are taxed frequently, and that those who give | freely are not generally those who are rewarded by the quickest or largest returns; but all the | money thus provided remains ip the city, and much more besides, It is spent here. for some or other, thus at once getting mato cir- enlation and qnickening every branch of trade, sooner or later, so that in the end the whole community reaps a substantial benefit from the seed thus sown. But, aside from any consideration of profit or loss in the transaction, Washington owes a debt of gratitude to the Union soldier which it ought to endeavor to pay in every way possible. To preserve the national capital much precious | blood was shed. many and great hardships were | yard. borne, and countless graves were filled. To the soldier in the field the capital of his coun- try, the seat of his government, with its price- leas possessions, its historic associations, and its moral significance as 2 factor in the contest, stood as the visible symbol of the cause for which he fought, and so long ashe knew it wassafe be had solace for his darkest hours and inspiration for fresh and more heroic ef- torts. itis peculiarly fitting. therefore, that the Grand Army should be invited to Washington, and be welcomed royally when it comes. Let the gallant men who, as raw recruits, waded through her miry streets to defend the capital from approaching foes, the scarred veterans who passed triumphantly through on their homeward march, after the close of the war, aad their fellow patriots who have never yet seen the city they fought on distant fields to preserve, come together.—bid them all come, from every quarter, to realize and enjoy the fair and noble fruitage their valor and hard- ships have borne. There ought to be no difference of opinion and no halting ina matter like this, Every citizen of Wasbington hasa high and plain duty before him.
