An act passed the Maryland legislature, just closed, materially changing the method of col- lecting taxes in Vrince George's county aud the responsibility of the collector's bond in cases of | default, Under the old law taxes were due October 1 ofeach year. If paid before July 1 a discount of8per cent was allowed. If paid before August 1 a discount of 5 per cent, and if paid by September 1 a discount of 4 per cent. No time was fixed in which the collector was re- quired to enforce payment. Taxes bore inter- est at 6 per cent after July 1 till paid, Under the recent enactment all taxes are due and payable on the Ist of July of each year; if not paid by December 1, 2 per cent is added: if pot then paid the personal property of the delinquent is levied upon and sold. If the delinquent bas no reo property, or not enough fo satisfy the tax claim, the treasurer shall advertise on the Ist day of February all the property in arrears, once in the county papers and for three months by notices at the court house door, which property suall be sold at public auction, Two years are allowed in which property sold at tax sale can be redeemed; if not re- deemed, title is conveyed to purchaser. Prop- erty in arrears on the Ist of January and not advertived according to law is to be exempt from the payment of taxes due, and the bond of the collector ws to be made responsible for such arrearage. WARRING LAWYERS, The Dumont-Moss Unpleasantness in the Police Court. The differences between Prosecuting Attor- ney Dumont and Lawyer Moss, which have heretofore been mentioned in Tue Stan, ba not yet been settled ag the latter would like to have them, although the former is perfectly satisfied as far asthe matter has been heard. The first trouble between them occurredin the Police Court, but passed over on Judge Miller's rapping for order. Matters went along all right for a few days until Lawyer Moss and Policeman Acton met in the court and had some warm words, Then Mr. Dumont filed papers against Lawyer Moss and the judge, as published in Taz Srag at the time, fined the latter 5. Then Moss made move to have the prosecuting officer hauled —s the bar of justice for contempt of court. The objection- able remark set forth in the paper as having been made in open court by de Dumont waa that he (Dumont) would knock him (Moss) through the door. It is cluimed, on Mr. Du- mont’s side of the case, that the language used by Mr. Moss, which led to the alleged inflam- matory remark, was more in contempt of court than that remark was, TRE AFFIDAVIT was filed Saturday, and the matter was yester- day called to Judge Miller's attention by Law- yer Moss, who asked that rule to show cause why be should not be punished for contempt be issued against Mr. Dumont. Mr. Armes, who appeared for Mr, Dumont, had no idea that the court would issue any such rule, for the reason that what was said was in the presence of the court, and it was sup- posed that had the remark been deemed in coutempt the court would have disposed of it then and there, Another reason he g: as that the mover (Moss) had nothing to do with the matter and therefore had no standing in court so far asthe particular matter was con- cerned. Mr. Armes was not ready tu argue the matter and the case went over until the court has time to look over the affidavit, —————— HIS REMEDY FOR FITS, A South Washington “Doctor,” His Patient and Her Father. Jobu Young, s South Washington negro, who has occupied several cells in the District jail, was a witness in the Police Court today. He accused several persons of having assaulted him and one of them he charged with intent to kill. The evidence was that he has been attending, asa ‘‘doctor,” the daughter of an old man named Slaughter, and from the evidence the judge said he thought the “doctor” was too attentive to his patients, “What did he do to you?” asked Mr. Armes, referring to the old man, ‘He snapped a pistolat me three times,” was Young's reply. “Did it go off 7” b, it was an April fool joke." The defendant admitted that he had been attending the old man's daughter for fits and said be had cured one person of them. «What was your remedy?” asked the judge. “Peach tree leaves,” responded witness, “and something élse that was made in the mix- tery. ll how you made the mixtery.” “IT took — kernels and ground them up intos — id. The funeral of Vice’ Admiral Stephen C. Rowan took place this afternoon from St. John's P. E. Church and was largely attended by naval officers and othera, The services were con- ducted by Rev. The present residence and solvency of the judgment debtors in many instances are not known to his office, Many have removed from the residences they had at the time the Judgments were obtained. No money is available for a search or inquiry and the marshals, clerks and district attorneys, veer naturally, take but little interest in these oli matters, In concinsion he says that it is bis opinion that with yepnee effort a very consid~ erable — could ipeoree on these judg- ments if Congress will make an Ei aban of $30,000 to be expended in the employment of agente charged with the duty of ascertaining the whereabouts of these debtors and their solvency. Secretary Windom concurs ip the views of Mr. Hepburn in this matter and says that the matter is of sufficient importance to eall for the early collection of the large sums due on these judgments. What Secretary Proctor Says About Its Selection. “I am very glad to seo that folks are begin- ning to realize that the Lafayette monument commission consists of three members instead of one,” said Secretary Proctor to a Stam reporter this morning. “I observe that the other two have been interviewed.
