So long as there is « public demand for news the newspapers will continue to furnish it, the Senate to the contrary not- withstanding. That body had better, therefore, fali in line and march to the music of the times by throwing open Its doors while transacting the public business. What members choose to €o privately in the seclusion of their commit- tee rooms does not greatly concern outsiders, but when they are transacting or considering matters which affect the country the country has the right to know what is being done. At Jeast it thinks it has, and the papers are taking the same view for the time being. oe The testimony of the ex-postmaster at Mil- waukee in the civil service commission investi- gation tends to exonerate Shidy from the rascalities which he has confessed and to establish that the commission was wrong in thinking that the civil service law was broken or evaded in the Milwankee post office, Mr. Paul thinks that Shidy is not the offender that Shidy believes himself to be, and that he has been careless, bungling and untruthfal, but has not violated the civil service law or rules, Whether Mr. Paul and the prosecution will succeed in clearing Mr. Shidy and Mr. Tul from the violations of law which the former has confessed, is still doubtful. But if that task is accomplished the happy result of this part of the investization will be to reassnre the public, which had feared that in the Milwaukee post- office the law establishing the merit system had not been obeyed as it should. Friends of the merit system will be glad to have every such suspicion removed, and the prosecution ili be entitled to credit in their new role of civil service reformers if they succeed in effecting such removal. ‘They will clear the law from the discredit of non-enforcement, and they will clear Shidy of the self-confessed and unrepented sins which would seem to render his employment by the government in any capacity a doubtful experi- ment, — ‘The great Forth bridge in Scotland, the cele- bration of the completion of which took place yesterday, is said to be the greatest triumph of modern engineering. Four persons wio were concerned in the planning and building of the structure were knighted by the queen, and the prince of Wales presided at the open- ing of the bridge. This bridge is of steel, on the cantilever and central girder system, ac- cording to a plan designed by Sir John Fowler and Mr. Benjamin Baker. It is 8,296 feet long. ‘There are two spans of 1.710 feet length, two of 680 feet, fifteen of 16% feet, four girders of 57 feet and three of 25 feet being masonry arches. It is 150 feet clear above high water for s distance of 500 feet in the center. The extreme height of th» structure is 361 feet above high water ani the extreme depth of the foundations 91 fee: below high water. The spans are the longest in the world, exceeding the Brooklyn bridge by 119 fees. During the six and « hulf years of its construction 3,500 men have been employ:d on this monster structure, which couuects nortu and south Seotland by rail. a More scrutiny into the keeping of bank and state funds is indispensable if the thieves are not torun off with everything insight. The recent past has been a fruitful time for such crimes, The state treasurers have vied with the bank presidents, cashiers and tellers, and it is hard to say which class of officials—the corporation or the state—is ahead. So far as the treasurers are concerned the list stands as follows: Scheffer, of Minnesota; Polk, of Ten- nessee; Vincent, of Alabama; Tate, of Ken- tucky; Burke, of Louisiana, have swindled their respective states, while the accounts of Hemingway, of Mississippi, and Noland, of ‘Missouri, are in a muddle, and the men are at least incompetent. <<< American judges, as a rule, receive small salaries. ‘The House bill raising all district judges’ salaries to $4,500 per annum and all cireuit judges’ salaries to $5,000 has been favor- ably reported, The Senate bill to give the dis- trict Judges $5,000 and upward passed that boay yesterday. One or the other of these measures ought to be enacted. First-class lawyers are reluctant to accept judgesbips be- cause they cannot afford to surrender for the salaries offered the earnings of a successful practicing lawyer. The country ought to have first-class lawyers on the bench.
