THE EVENING STAR, WASHINGTON: AY... -March 4, 1890, BOSSY 5S. NOYES... KE EVENING STAR bas the fullest Local Cireulation ef any Newspaper in the World, and as bender Medium is bet mere than other papers published Washington. eee Re Zork _Ofice: Room 93, Tribune Building. —SEL___— The whole question of the commemoration of Columbus’ discovery of the west- ern hemisphere is soon to be before the Sen- ate, Such a commemoration as shall exhibit the historical and sentimental side of the cele- bration should be held at the national capital, Do matter what other expositions are held in other cities, To this Chicago ought not to ob- fect, Washington is simply requesting that a memorial of some impressive kind be set up here in its appropriate site where it will always be seen by visitors from all parts of the world. Indeed this would seem to be the public ex- Pectation, The cost, if great, might be ® bugbear, if Washington did not ask for the erection of some structure of great utility as well as ornament One project that has been canvassed is that of ® memorial hall or international museum, with whieh is combined an auditorium in which the inauguration balls and all other national gath- erings could be held, Here would be placed the scientific, historical and curious deposits of the three Americas. The collection would doubtless grow in a few years to be one of vast moment to all investigators and the building, if planned and erected with requisite taste and skill, would be in itself, without regard to its contents, an adjunct of importance to the fed- eral edifices already here, and a creditable memorial to the great discoverer. ‘The general idea of’ memorial building of some sort is viewed with local favor. Other structures mingling the useful with the archi- tecturally beautiful have been suggested, and received with favor. The idea of the establish- ment of s national university here in commem- oration of the event, advocated by Senator Ed- munds, is excellent. The permanent Columbus memorial might well take any one of a dozen different shapes which have been sug- gested, But it onght not to consist merely in the erection of a cheap statue, or om the other hand of a structure merely useful and not ornamental, New York missed it from the commercial point of view in not turning her strength to the sup- vortof Washington when events at Albany nade her own fight hopeless; for with the fair at Washington New York would have reaped the lion's share of the commercial benefits of the celebration. In the same way Chicago is ‘ukely to blunder from the commercial point of if she refrains in the present situation from urging a historical celebration of the dis- covery in Washington in 1892 and the erection here of asubstantial memorial to Columbus, with the gain to herself of additional time to prepare for her commercial triumph and the gain of the good-will and support of the friends of the capital and of a national celebration in the Senate and House, oo The annual report of the Pennsylvania rail- road company exhibitss striking record of Progress and prosperity. Its revenues amounted to $122,917,337.39. In spite of the extraordinary outlays, amounting to several million dollars, made necessary by the Johns- town flood, it paid dividends highly satisfac- tory to its stock holders, and undertook large improvements. The road is enter- prising, well-managed and rich, It has spent large sums of money during the year in abolishing grade crossings in various cities and in the improvement of its terminal facilities, It is intimated that such improvements will be continued at s cost of more than $10,000,000 per year. Washington hopes that the enterprise and liberality which have been displayed else- where will this year be extended to the capi- tal, and that a substantial portion of the annual improvement fand will be employed in pur- chasing here all the ground that the road needs for station sites and storage purposes, and in siuking and bridging its tracks so that they may ne longer obstruct public travel and traffic and isolate the river front and a well-populated section of the city. The blot on this great railroad’s record is its past treatment of the national capital. This blot should be effaced daring 1890. Beyond the cloud shines the star. In the midst of the din of war's preparations in Europe the party of peace and liberty pre- vaila, The cause of arbitration is the cause of right reason, the cause of justice and the cause of the people as opposed to the mon- strous wrong of armed camps, bloody fields of battle and crowned magnificence and oppres- sion. Tux Sram greets the Arbitration and Peace society which convenes in this city to- night, Wars will not forever cease from the date of its deliberations, but the idea which inspires the meeting is one toward which the soldier-ridden world turns with instinctive yearning, and nothing but good results can flow from a repetition of the lessons which teach the wisdom of arbitration as a substitute for war. + = _ Pugilist Kilrain will have to take the conse- quences of Mississippi's violated ordinances to the extent of $200 fine and two months’ impris- onment, for the state supreme court says so, and Kilrain is a law-abiding citizen under the pressure of circumstances, The rising gen- eration of hero worshipers will take notice that prize fighting is a punishable offense against the law, and will, perhaps, remove the bruiser from his pedestal. Isthere no way to induce the Snow King to skip the strawberry country? All this part of the world mourns with the truck growers of Norfolk with an exceeding great and succulent sorrow. ——— + Does Chicago shrink from the Atlas task of supporting @ world’s fair before she takes the burden up? Does she hesitate to bear what she said would be so easy for her to undertake with all her pluck and resources, and without asking a stiver from the national government? If the national treasury is to pay the piper why not let him pipe at the national capital, the proper place for national piping? _—— The grip cost the state of New York five thousand geaths above the average. This is a pestilence rate of mortality. Editor Halstead of Cincinnati says “the idea of holding the world’s fair a thousand miles from the sea is an undigested fancy.” Possibly the admixture of 15,000,000 worth of pepsin ‘with the fancy will improve it in that respect, — President Eliot of Harvard should establish sechool of journalism with Senator Blair as a member of the faculty. oo Between Editor Labouchere and the Prince of Wales, Lord Salisbury will either have to “appeal to the country” or climb a tree, $e Binee that Walnut Grove dam burst in Ari- tous a number of persons have been discovered who knew it was going to do it The same condition prevailed in the matter of the South Fork dam. Information of this character to be useful should be furnished earlier. a ‘The Emperor William is going to join the shooting party will come . joining will be different, So will the shooting for that matter. Re eenataneeeshcieesesneeeeeed The World's Fair may be s White Elephant to Chicago, but “the elephant” is what people want to see when they go tos city; especially FE asin sssinraitpin aciiste This is an off year. The one is the natural development of beautiful expression in the other, Out of the whole category of light, airy dress stuffs none go into the market so freighted with popular approval as Challis. Without being expensive— they are elegantly nest. Without being shoddy they reflect—modeatly—and in perfect harmony—the delin- eations of the finer fabrics. Who but « Frenchman would have the realizing sense of results that blends and strikes a harmony in contrasting shades, never before combined? Whose but 8 Frenchman's touch could lay s cluster of flowers here—and scroll there—and never fall short of an artistic effect?
