G STAR, GTON: THE EVEN WASHIN THE EVENING STAR has the fullest Local Cireulation of any Newspaper and as an Advertising Med! is worth ban the otwer papers published ww The memorial of the District bar association to Congress, praying for the establishment of a court of sppeals in the District, which is printed elsewhere in Tux Star, shows conclusively the Urgent need of relief in some shape to the present District court and to the delayed seekers for justice among citizens. Doubt is expressed whether in any state of the Union there are so few judges in proportion to the population, and it is pointed out that this comparison would full short of doing justice to the District because it makes no allowance for the important duties devolved upon the judges by reason of the fact that the District contains within its limite the Capi- tal of the United States. In addition to the local litigation there is a large class of cases growing out of governmental affairs, The number of cases on the calendars of the various courts is constantly increasing, though special efforts have been made to prevent this increase, and though there were for eleven weeks during the last vear two special Circuit Court terms for jury trials in progress. The jury cases to be tried in the Circuit Court were brought into court im 1837, and the general term is bearing cases that were appealed in 1887. The memorial shows that to reach a final hearing in the Supreme Court of the United States in a civil case triable by jury, originating in the District, under the most favorable cir- cumstances eight or ten years will be occupied. Itis very clear that the District needs an en- largement and improvement of its machinery tor the disposition of litigation. The law's de- lays should not be unusually tedious and ex- peusive at the capital, When the courtsare clogged the general progress is impeded. It ia boped that Cougress will give prompt atten- tion to the matter of providing relief. Col. Hains states that two hundred thousand dollars will secure deep navigation for Wash- ington. When it is remembered that the total #mount appropriated for the improvement of the Potomac, including the flats, is less than two million dollars out of the hundreds of millions that have been expended on the rivers of the country, the sum named for deepening our harbor appears insignificant. It ought to be granted without demur. The Potomac will be the scene of some of the greatest public improvements for the benefit of the capital which the next few years will bring. The work of reclaiming the flats ought to be vigorously prosecuted and speedily completed. The present Long Bridge with the obstructions to the flow of the river which it offers should be removed. New bridges across the Potomac should be built, and the harbor should be deepened. The heulth aud business of the capital will both be benefited by these improvements. The re- claimed flats should be so guarded at the outer edge as to serve as a wall to the Jower city against floods. The removal of the Long Bridge dam and the deepening of the channet will also aid in the protection of the city against an invasion by the Potomac. He charged it upon the Jesuits and ave overwhelming proofs,” It is needless to say that Tue Srar does not knowingly admit to ite advertising,or any other evlumns, hibelous and offensive charges of this kind, whether they are leveled against any re- ligious denominations or any other class of the community or individual citizens; and the clerks at the advertising counter were directed to take precautions that this rule of the office should not again be violated by Father Chini- quy or anybody else, Father Chiniquy and his friends have there- fore no just cause of complaint against THe Star. The exclusion of offensive and libelous matter like that quoted above is not the result of anew rule of the olfice, nor the new applica- tion of a rule.
