THE EVENING STAR, WASHINGTO THURSDAY February 13, 1990. - Eater, THE EVENING STAR has the fullest Local Circulation of any Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in __ Washington. The wish of Washington concerning the Chesapeake and Ohio canal has been from the time of its destruction, first, the restoration of the canal as a waterway, if that were feasible and the project could be made to pay, and, second, if a waterway were not practicable, the substitution of an independent railroad along the canal bed as a competitor against existing roads, Both political parties of Maryland in their recent platforms pronounced in favor t of the preservation of the canal as ® waterway, and interests dependent upon the waterway had expressed a desire to restore the canal and run it on busi- ness principles, and bad indicated a confidence that under their management the leased canal would prove profitable. These facts gave tem- | porary encouragement to the District interests | which have hoped for the restoration of the canal Butin the turn which the controversy has recently taken the project of restoration has been pushed aside. Ou the one side re- ceivers to prepare the property for sule are proposed; on the other side a lease, which is so framed as to be equivalent to a sale, is sug- gested. Either sale will devote the canal bed to railroad purposes. In this situation of af- fairs heavy burden of discouragement weighs upon those who desire the restoration of the waterway, and doubts concerning the wuceessful operation of the rebuilt canal are strengthened. The interviews, published re- cently in Tux Stax, with citizens interested in the solution of the canal problem, while they indicate some diversity of sentiment, show a general drift of opinion in the direction of an abandonment of the waterway idea, and of vigorous effort for that form of railroad substi- tute which will be most advantageous to the local interests. If the canal bed is to be dis- posed of for railroad purposes the proposi- tiom of the Washington and Cumberland road to build thereon an independent line con- aveting Camberiand aud Washington seems to be oue that promises great benefit to the Dis- trict, Whether the offer made for the property and franchises of the canal isa fair one is a matter for the state of Maryland and the canals boudbolders to decide. But whatever the price paid for the canal’s interests, if the assurances concerning the construction of the proposed railroad are faithfully carried out, the new road cannot fail to be highly advan- tageous to local interests and,to the capital's development. And the project is of so great local importance that organized pubiic effort for its advancement is justified. —— Whatever muy be the ease in New York there does not seem to be much of @ contest outside that state between Hill and Cleveland. The ex-President has been wise enough to urge ballot and civil service reform by voice and letter ou all occasions, The Baltimore Sun, which is making a vigorous fight for ballot re- form in Maryland, prints the latest declaration of Mr. Cleveland ou these subjects in the shape of an interview secured by its enterprising cor- respondent, Mr. F. A. Richardson. The ex- President brushes aside the obstacles which the spoilsmau and machine politician are placing in the path of these reforms and ex- presses a cheerful confidence in their complete success. —- — Battle ship or mouitor—Tracy or Chandler, Under which king, Bezonian?
