Editor, THE EVENING STAR has the fullest Local Clrewiation of any Newspaper in the World, and as an Advertising Medium is worth In a throe-headed body like the board of Dis- ‘trict Commizsioners some friction is perhaps inevitable. But the danger of such friction is largely inerensed by the provisions of law which seem to dignify the Commissioner se- lected from the army at the expense of the civilian Commissioners, who are by law chosen from citizens presumably identified with the interests of the District. The fact that the law positively determines that an officer detailed from the army shall be engineer Commissioner gives some color to the claim that it iw a declaration by Congress of an intention to confer upon him control of all work invol! ing engineering skill, and hence that his voice shall be specially potential in determining where and what kind of carriage and footways and sewers, &c., &c., shall be laid. While this view can be moditied somewhat by the general powers granted the Commissioners over the streets, avenues and alleys of the city, it is by no means certain that when the law specially provides that one of the three Commissioners shall be sn officer of the army detailed from the engineer corps as the Engineer Com- missioner it did not intend to clothe him with extraordinary powers, and draw a line between Bim and the other Commissioners, in his rela- tion to such municipal work as comes more nearly within the ecope of a civil engineer. ‘This deduction from the language of the law so far referred to is very greatly strengthened by the provision that two other officers of the engineer corps shall be detailed to assist the Engineer Commissioner—thus removing two among the most important subordinate officers of the District government from the control of the Commissioners and placing them under the exelusive control of the Engineer Commis- sioner. One of these assistants haa charge of highways, streets, avenues and aileys, roads, bridges, railroads, telegraph and telephone lines, and street lighting and the operation of the parking commission. The other has charge of the water, sewer and pump division, the survey of the District, the harbor front and minor matters, Both of them are entirely in- dependent of the majority of the Commission- ers and take orders from and report to the En- gineer Commissioner only, This power claimed for the army Commis- sioner has heretofore been practically conceded. Even ordersof great importance are issued “by order of the Engineer Commissioner.” Whereas it requires an order signed by both the other Commissioners (or at least by two Commissioners) to remove a dead cat from an alley, or to accomplish anything else of pabiic concern, And such acts are “by order of the Commissioners”—the Engineer Commissioner taking one-third the giory. Probably the water supply and collection of water rates is as difficult and requires as much care and attention as auy branch of District work. Yet the law gives the Commissioners only general control. It places the water de- partment under the direct charge of the En- gineer Commissioner. And so of other import- ant matters touching the people closely. The dunger of unseemly clashing of authority —or its attempted exercise—among the Commissioners by reason of the above unwise provisions of the law is apparent,and there seems to be no good reason for such a discrimination between the Commissioners. Practical inconveniences result from tis condition of the law. Having ne Engineer Commissioner there can be mo assistants and have been none since Maj. Raymond's term expired on the 3d instant ere can be none until Col. Robert re te the Chief of Engineers for duty as Engineer Commissioner. The in- convenience that necessarily follows from such a@state of thmgs and the confusion that is lia- ble to follow sre apparent. Substantially the same result follows in case of the absence of the Engineer Commissioner from sickness or otherwise, for he is the only one to whom the assistants are accountable under the law or to whom, as military officers, they can report for auty. If one of the Commissioners is to be detailed from the army let him be detailed as such, and let the board be permitted asa body to de- termine the distribution of work among its members. The engineering ability of the military Commissioner will naturally suggest that, in subordination to the board collectively, he should handle as his assignment engineer- ing matters and that the other army o‘ficers detailed as assistants should engage in the seme line of work. But no opportunity for a clash of authority between the engineer Commissioner and the Bourd of Commissioners should be permitted to remain. As to ail mat- ters of municipal government the people look to the Commissioners as a body for its proper administration, and hold each oue responsible therefor. The law should in no way discrimi- mate between them in its grant of power and prevent the people from justiy holding them thus respousible. a The passage through the Senate yesterday without division of the zoologicat park appro- Priation bill was a pleasing event not simply to lovers of natural history but as well to all who delight in the picturesque or who wish to in- crease the number of places of recreation in and around Washington. The appropriation for the purpose ix $92,000 and covers sundry expenses of preparation of the grounds and care of the specimens, the previous appropria- tion of $200,000 by the last Congress having paid for the site. A zoological park will add greatly to the existing attractions of the na- tional capitsl Already the study of nature | and aboriginal crude art ona large scale is | carried on here in the national musenm, the | botanical gardens, the Agricultural Depart- ment and the grounds of the fish commission. When the park is completed there will hardly be any branch of natural history which cannot be pursued here as well as any where else in the country. Over and above this the student who desires to continue the study of political man with the study of physical man and of nature will in Washington have a finer opportunity than any other city in the world affor $< The Clover club is in clover.
