The fact that a republican now holds the oftice will not of course alter the views on the sub- ject of any fair and honest legislator, and the District expects the legislation concerning the office to be pushed to a vote in the Seuste with- out any suspicion-breeding delays, a The meeting in this city today of the National Guard Association is an event fraught with in- terest to large number. This gathering of the leading spirits of our citizen soldiery is of importance to the whole American people, whose reliance for protection in times of war and riot is in the national guard and not in the mite of a standing army that we keep as a aucleus around which to form an effective force in case of foreign or domestic war. ‘There are in the militia of the United States, including the District of Columbia and the territories, a grand total of 8,052 officers, 103,290 enlisted men and an available force of 7,352,171. Measures for the improvement of the national guard, which is the working organization of our militia, are on foot and it is hoped will be perfected by the present meet- ing of the association. New and better militia laws have long been needed. The District is thus a state for the purpose of conferring privileges upon aliens, ‘The same court has also decided that the Dis- trict is not a state for the purpose of giving its people the right to bring suits in the Federal courts in those cases where the privilege is given to the citizens of astate. The District is also a state for the purpose of paying direct taxes, having contributed its quota under the direct tax of 1361, but it is nota state for the purpose of representation, though ~-represent- atives and direct taxes shall be apportioned among the several stutes of the Union accord- ing to their respective numbers.” In short, the District is « state, whenever that construc- tion gives privileges to persons outside of the capital, even aliens, or imposes burdens upon the District, and is not a state, whenever that construction issought for the benetit of the people of the District. Se Washington is unquestionably the convention city of the republic. Such important gather- imgs are announced for today as the Na- tional Board of Trade, the National Shipping League, the National Guard Associa- tion, the National Association of Post Office Clerks, and the Natioual Colored People’s Con- vention. Asa culmination of its achievements aa the meeting place of the people Wash- ington needs a great convention hail, and the national celebration at the capital of the dis- covery of America by Columbus, ———— ‘The ugly local jealousies that mast exist with the Worid’s Fair at any other point than Wash- iugton, to the great detriment of that exposi- ton, are plainly foreshadowed in the words and sets of the representatives from the commercial cities which demand the location. —— a Mr. Cleveland's address at the judicial cen- tenary yesterday was one of the best he ever delivered. The politicians say, however, that if Mr. Cleveland is desirous of material, tangi- bie results in 1892, he should not begin to ex- tend his hand for them too eurly.
