Secretary Blaine and Secretary Tracy in their grievons sorrow com- mand the deepest sympathy of the whole Amer- ieam people and of all in the world who are espable of being moved by scenes of acute suf- fering. The double-bereavement of Mr. Blaine in the loss of a beloved son and dsughter, one death following speedily upon the other, is a terrible blow to him. But his strength of character and intellect, it is hoped, will be equal to the great burden of his grief, and, so far as it can, the heartfelt sympathy of the entire people will aid in sustaining him. The loss sustained by Secretary Tracy this morning is even more sudden and shocking than that experienced by Mr. Blaine. Wife and danghter dead, himself nearly asphyxiated and barely taken out of his residence in time! The entire nation is startled at the appalling misfortune. Public sympathy, of course, in the first hours of @ mighty grief can carry little consolation to the bereaved. But later when the medi- eament of time has brought relief it will be sweet to the mind and heart of those who now mourn to know that they have with them in their sorrow world-wide sympathies, a {SA smashing of precedents in tht management of the business of the House, if it results in the destruction of the precedent in accordance with which the House is accustomed to tie itself hand and foot, and rendef itself incapa- ble of performing its constitutional functions, will be welcomed by the people. The District cannot afford to have one branch of its local legislature become paralyzed and obstruct the current of legislti »2, and it is only on the as- sumption th:t the activity of our legislators would have been pernicious that the nation could afford this paralysis of tke national legis- lature. ——_——. += —______ The Saxton baliot reform bill has been re- ported favourably in the New York senate, the Tammany members of the committee dissent- ing. Senator Chase, the other democratic member, made « separate minority report jecting to the measure. not for what it con- tains but om account of its omissions, He favored a ‘broad measure covering the entire system of elections.” Between the ballot re- formers and the friends of Gov. Hill the differ- ence is narrowed down to the official ballot, which the Saxton bill aud all reformers insist upon and which the opposition object to. The logical position of Senator Chase and those who want to go further than the Saxton bill goes is to support it as the best obtainable thing at present, and to agitate afterward for more thorough reforms, ———— + = If there had been better building regulations or better enforcement of those in existence at Boston the ten Italians burned yesterday would have been alive today. These developments in the insurance business, coming so soon after the wholesale bank smashing, indicate a laxity of morals in man- agement of financial institutions anda care- lessness on the part of public officials charged with the duty of examination that is alarming. aT The centenary of the organization of the Supreme Court to be celebrated to-morrow in New York un ‘er the auspices of the State Bar Association assisted by the American Bar As- Sociation, is likely to be one event that the metropolitan city will do itself justice in com- memorating. The rise of the federal judiciary and its im- press on our institutions form a-subject of transcendent interest to all Jovers of republican government, A curious fact just comes out. Perhaps the reason is that we are less careful than our ancestors, leaving too much to the inefficient household servant and to the fire service.
