SOCIAL TTERS. The White House Reception Last Night— Other Entertainments. The President and Mrs. Harrison held their Second card reception at the White House last night in honor of the Supreme Court and Con- | gress, state apartments of the executive mansion were lavishly decorated with cut flow- ers, towering palms and smaller piants. The Marine band had its place in the front hall, and the clonk room arrangements were unusually satisfactory. There were not many people in the red corridor when the presidential party came down irs at 9 o'clock, but in fifteen minutes afterward the rooms were impassable. The justices of the Supreme Court and ladies members of diplomatic corps were im the red parlor and passed into the biue receiving parlor tamedutely aller the prest- dential party took up their positions, Major Ernst made the presentations to the President and Lieut. Parker rey repeated the names for Mrs. Harrison. Ihe President escorted his wife to the blue room and the cabinet officers present brought in their wives, with the exception of Secretary Proctor, who gave his arm to Mrs. Noble, as the Secretary of the Interior was absent. Mrs. Proctor has never yet appeared at the White House on a state occasion. In the procession the Secre' Noble the precedence of his ranking cabinet, which is third in jhe line. Mrs. Noble again toek the ranking of her husband's port- folio, which is seventh. Mre. Harrison was locking unusually well last evening and was attired in a splendid new imported gown of wistaria blue silk brocade. made in a princesse fashion. primrose satin edged with «deep flounce of point lace, and « kuotted scarf of primrose crepe beaded the flounce. A silver girdle di- vided the bodice from the petticoat and the bodice was finished with pointed silver passe- menterie that edged the Elizabethan collar at the back. Panels of dark blue velvet were on the skirt and « high puff of velvet on the shoul- der. Mrs. Harrison wore her becomingly high ecviffe and she carried a round bunch of fra- grant accacia. Mrs. Windom, who stood next to Mrs. Harrison, wore a trained gown of royal purple velyet and pearl satin brocade anda posh pendant at her throat. Mra. Miller wore a princesse gown of pansy velvet, back and train, opening over a petti- coat of lilac brocade. Mrs, Tracy was in a rich toilet of black satin combined with gray brocade. Mra. Noble was ina Worth gown of wood green satin brocade and silk gauze. Mra. Rusk greeted her friends in a handsome dress of —_ brocade, elaborately trimmed with pearl embroideries and passementeries. Behind the line in the blue room were Mra. McKee, in a dancing length dress of white mous seline de soie embroidered with gold seguins and edged with green sea island grass, and rib- boned with hunter's green uncut velvet. The low bodice was of velvet and the sleeves of white. The guests of the White House: Mrs. Russell Harrison was in a blue silk toilet; Mrs. Harvey Bates was in blue silk with tablier draperies of blue mousseline de soie, and Mra. Chas. Mar- tindale was in old rose faille trimmed with dark crimson velvet and duchesse lace. The ap- arance of Col. Jno. M. Wilson from West oint in the blue room seemed so natural to his hosts of friends that some of them forgot to inquire when he had come to town. Dr. and Mrs. Wm. A. Hammond gave one of the very largest teas of the season at Belcourt yesterday afternoon from 4to7. By 5 o'clock 13th street @xtended was tuil of cabs, victorias, dog carts and « great variety of vehicles for sev- eral blocks, and the scene within the palatial mansion was one of exceeding brilliancy. Mra. Hammond stood in the yeilow drawing room dvor to receive her guests, attired in white silk and brocade draped in gold-beaded satin and trimmed with pomt lace. The Marquise de Langa, in a toilet of black Brussels net em- broidered in gold; Miss Vinton, os of the house, short dress of pompadour silk. The Court That te ¢ Getting Information for the Secretary Closing Its Labors. The naval organizations court of inquiry met this morning at 10 o'clock and cleared its decks of witnesses and testimony, so that all that is now left is for the court to consider and digest the things that have been told it and to formulate its report to the Seoretary. Imme- diately after convening Assistant Engineer P, C. Bieg reappeared before the court as a wit- ness, at bis own request, to correct some errors. One was in regard to the date of the meet- ing of the engineer committee and the other in regard to the amountof money re- ceived by the engineer corps. The meeting was held during the latter part of October in- stead of November. Instead of about $2,700, which he at first said was received by the com- mittee in answer to their call for funds, he should have said that $1,300 was eo received. The other $1,400 was an unexpended balance ay from last year. In reply to a question by Mr. Loring the wit- ness said that he knew of no methods employed | ™! by any corp#in the navy to effect or secure leg- iiation that be, on on Oflcer sade gentleman, would call in any way improper. REAR ADMIRAL DAVID B. HARMONY next appeared on the witness stand and said that he didn’t know of any organization among naval officers. He was equally ignorant of any effort to raise money or of the employment of counsel except, he was going on to say, that he had received a circular from Mr. Thomas,when Commodore Greer exclaimed: “Oh, never mind that! That is admitted; it is plastered ali over the record,” a reply to a question by Mr. Looker the ad- miral said that he had received a letter from Mr. Cowie prior to his receipt of the Thomas circulars, enclosing his bill and srer his opinion of its merits, He had responded by by saying that he thought it was not @ bill that would go through Congress and should not be presented. He wasexcused from the witness stand at 10:20, the only reason for his appearance being that the court wished to obtain some representative testimony from an officer of the highest rank.
