The decision of Judge Lawrence in the New York supreme court, denying the motion for &@ mandamus to compel the board of health to abate the alleged nuisance of the electric wires, is not a leclaration that such wires can- not be legally attacked as a nuisance. The opinion merely indicates that a mandamus against the board of health is not the pro- cedure to be pursued in such acase. The de- mand was made that the board of health im- mediately remove and abate the present con- ditions of the wires by prohibiting the gen- eration or use in the building used by one of the electric light companies of any electrical current or pressure liable to cause death or serious injury. “The demand therefore,” cun- tinues the opinion, “upon the board of health ie that itshould make a particular decision Upon matters in regard to which the people of the state (if the board has any jurisdiction in the matter) have vested in said board a discre~ tion which is judicial im its character. With- out violating elementary principles, as de- clared by the court of last resort in this state, uo mandamus can be granted for such # pur- pose.” In addition to declaring that the dis- cretion and judgment of the board cannot be interfered with by a mandamus, the opinion intunates that the board of electrical control and not the board of health is the body with power to act in the matter. The overhead wires are a dangerous nuisance, and some legal method of abating them can doubtless be devised and applied. $a There prevails among society people at present a fad or a craze which is calculated to make social intercourse in its preliminary stages exceedingly formal, not to say painful. ‘This fad is the latest device in methods of shak- ing hands, It may be bad form to shake hands atall, but there is « friendliness in the custom which is even more potent than social canons, and the custom will never be discontinued en- tirely. When, however, the shaking of hands is done as it now is by the ultra swell there is a tendency to make one mourn for “the good old times.” This style, which for a wonder, has not been commented upon largely by the press or by the paragrapher, that foe to fads, con- sists of an elevation of the hands on a line with the eyebrows, a projection of the elbows far out into the warm and glow- ing atmosplere of the drawing room, an angu- lar bending of the body at its central hinge and @ see-saw motion of the clasped digits which is ungraceful, uncomfortable and undignified. ‘The custom prevails mostly among the younger representatives of society and is, as far as one can determine, imported from England. Six months ago it was not known in this country, and during the last Washington season not a case of it was visible, even in the most exclu- sive set. It has uo possible reason for ite existence and iw permanence iis quite as impossible, for it costs noth- ing, and by next season every flunkey and scullery maid in the country will have adopted it and then the superior element will flee from it as from a contagion.
