4 THE EVENING STAR. WASHINGTON: The suggestion that the number of District Commissioners be intreased from three to five, and that four of theso five be non-residents, does not propose a move in the right direction. The duties of the Commissioners are almost ex- elusively executive, and the modern tendency, based upon the teachings of experience, ie to eoncentrate responsibility by conferring muni- cipal executive power upon as few persons a3 possible, upon one man where that i= practic- able. To further divide responsibility and eomplicate and embarrass the executive ad- ministration of local municipal affairs by enlarging the body entrusted with these duties eannot fail to be injurious. The proposition to abolish the requirement of three years resi- dence in the District for eligibility to a com- missionership, and to put the municipal execu- tive authority in the hands of non-residents is ill-advised and un-American. It is true that the capital is the city of the nation, and that fact is fully recognized by the exercise of the power of excinsive legislation in respect to its affairs by the national legislature, its quarter- million of people not even being direetly repre- sented in this legislature. Fuli opportunity to gratify the national pride in the capital of the republic by adorning it and in every way ad- vancing its interests 1s given to the people of the states in the constitutional grant to them of exclusive power of legislation in the Dis- trict The executive administration of petty municipal concerns should, however, be en- trusted as far as possible to the people of the community whose affairs are affected, The American principle of local self-government should be violated to the very slightest extent which will serve to protect the na~ tional interests in the peculiar relations of the republic and its capital. The proposed change in the commissionership government would remove the municipal executive admin- istration from the hands of men thoroughly identified with the community, who have some juaintance with the matters with rian eey aoal and place it in the hands of outsiders who must educate themselves in Dis- trict concerns while acting upon them, and who would suffer the same disqualification for satisfactory performance of such duties as would be felt by a board composed of two Cali- fornians and two Mississippians if suddenly called upon to exercise the functions of mayor of Boston or of Concord. The practical effect of the change would be to convert the board of Commissioners into an asylum for plared-out politicians, whom an administra- tion might wish to reward or pension, but who could not safely be supplied with federal offices im their own states, where American voters dwell in the fall enjoyment of the power of giving at the polls detinite shape to their dis- satisfaction or resentment. $$ -——_____ The death of Robert Browning removes one of the great writers of this gener- ation. Nevertheless, it cannot be said outside the circle of “the Browning cult,” that the poet has made that deep impression on his age which some others, notably Tennyson, Ruskin, Carlyle, Cardinal Newman and George Eliot have made. He will probably be better remembered in his fugitive pieces, such as “The Pied Piper of Hamelen” and “The Ride to Ghent” than in those long dramatic ballads which are so much adinired by the little clique of his special friends and so much neglected by all othera, "<= ¢ <=——_—- The killing of civil service reform by with- holding appropriations from the commission would be a cowardly murder, if it could be thus accomplished.
