One difficulty 1s that whatever rules are adopted must be broad and general. It is not practicable, for instance, to have one rule for vessels in crowded, and another for those in open waters; and yet, under any com- pulsory system of signalling, there might often arise ina shipmaster’s mind « very delicate question between obeying the authority of a maritime body and the dictates of «long and varied experience in navigation. To quarrel with her means to call down upon the tur- baned head woes which can only be dimly guessed at; for not only will the strong armed hand of the empire be laid upon her foe, but Austria, as a factor of the mighty triple alliance, will be given carte blanche to clean up some scores of long standing on the north- ern and western borders. It is a pitiful position for a friendless power to be placed ix. The anomaly of Europe would find herself infinitely more comfortable by handing over her territory there to the neighbors who covet it, and retiring wholly into Asia, where, by every rule of political and social logic, she belongs. But the rival powers, especially England, are unwilling that Russia shonld pos- sess the commanding position at Constanti- nople, and therefore labor to prevent the withdrawal of the Turk from Europe — - — We had, in yesterday's dispatches from New Jersey, as strong an argument in favor of a change in the mode of executing the death penalty as has yet been offered anywhere. A young man guilty of murder, who had at least striven to make what amends he could by penitence and confession and therefore had aroused more than usual popular sympathy in his behalf, wag slowly choked to death in the presence of a group of horrified spectators, because the rope was not smooth enough for the noose to slip into place about his throat. ‘The arguments put forward against electricity as a judicial death-dealing agent in New York state prophesy no parallel to this bit of actual fact.
