Mr. Darlington replied that this promotion was made in accordance with the practice that had prevailed for years. If 1t was thought desirable to change the rules that was a matter to be considered, but he did not believe that it was just to make the change applicable to any one case. He did not lieve in retroactive legislation. Besides, he said, if this proposed method of promotion was just for principals it should be applied to ail grades of teachers, PROMOTIONS BASED ON SENIORITY. Mr. Whelpley said that if the thing was right ‘at all it was right now and he moved that pro- motions of this character be based on seniority. Mr. Mitchell and Prof. Gregory both were of the opinion that there ought to be some change made in the rules relative to promotion. Mr. Mitchell favored a series of examinations for teachers which should be compulsory. Prof. Gregory also spoke in favor of some system of testing the fitness of teachers from time to time and regulating promotions in this way. He thought that the committee on rules might consider the matter and report to the board so that any changes could go into effect atthe beginning of the year. Both he and Mr. Mitchell expressed the opinion that any radical change in the rules was inadvisable at this time. After further discussion between Mr. Whelp- ley and Mr. Darlington, during which the latter observed that if his recommendations were made an exception to the usual practice of the board and rejected he could uo longer act as a member of the board, The motion of Mr. Whelpley was lost, and the board voted to confirm the recommenda- tion made by Mr. Darlington. THE BOARD TO BE REORGANIZE: Chairman Ross called the attention of the board to the fact that the usual election of officers of the board had been passed over this year. He thought that the board ought to be reorganized and he wanted to be relieved of his duties as presiding officer and to take his position agsin on the floor, He suggested that officers be elected at the next meeting, which was agreed to, OTHER MATTERS. On motion of Mr. Darlington the resignation of Mr. Wm. Quinby as principal of the Denni- son building was accepted, with the thanks of the bourd for his valuable and efficient serv- ices, Prof. Gregory, from the committee to which was referred the communication of John F. Cooke and others asking the appointment of & special teacher in elocution for the seventh and eighth divisions, reported that the appro- priations would not permit compliance with this request, A communication was received from the Dis- trict Commissioners stating that the curb on C street between 6th and 7th streets would not be set out, as suggested by a letter from E. W. Donp to the board. _ A communication from Anna M. Purvis, rela- tive to the donation to the schools of furniture stored in the basement of the building corner of 43g streetand Marvland avenue, was re- ferred to the District Commissioners, Also a communication from Rev.
