The quartermaster géneral suggests that in case of the discharge of an enlisted man on ac- count of unfitness for the service or by request that he be required toreimburse the cost of his first year’s outfit of clothing as a private, $71.06; that if the soldier's pay due prove in- sufficient he be retained in service until he has accumulated sufficient pay, unless it shall be made good by deposit, EXTRA PAY FOR SOLDIERS WHO WORK. It is recommended that a corps of 1.290 en- listed men be authorized for detail in the quar- termaster’s department with the pay and al- lowances of enlisted men of the cavalry, with the addition to the pay of clerks, draughtsmen, teachers, mechanics and artisans of $5 a month, and to other laborers of $3 a month, no extra duty pay to be allowed them. This extra com- pensation would amount to $60,840 a year. “DRILL HALLS,” he says, “especially for cavalry, are necessary at all the northern posts to furnish means for @rill and exercise during the long winter months. A drill hallis much needed at Fort Myer, near this city, to preserve the present splendid condition and morale of the cavalry forming that garrison, “The progress in the construction of bar- racks and quarters during the past year has been very satisfactory, but eeite yet remains to be done to properly’ shelter the troops in the new posts into which they are being gradually concentrated.” CHANGES OF OFFICERS. The quartermaster general closes his report with the remark that “it would be advantage- ous to the service, possibly, to have a gradual and continuoux change of the officers on duty in this office, but such a system is interfered with by two causes, the necessities of the gen- eral service elsewhere in the department and the advantages of having in this ofice one or more who is peculiarly well fitted for ite duties by an exact knowledge of its details, rulings and methods, ———__ TALKING Ur DIVORCE. A Report Made to the Pastors’ Alliance of the District. The pastors’ alliance of the District of Co- lumbia held yesterday at Foundry church its semi-annual meeting. There wasa good at- tendance of the members representing most of the Protestant churches. The anuual election of officers resulted as follows: President, Rev. Dr, John H. Elhott, pastor of the Church of the Ascension; vice president, Rev. 8. H. Greene of Calvary Baptist church; secretary and treasurer, Rev. Dr. George Eliott, of Foundry church; members of the executive committee, Key. Dr. Butler of Luther Memor- ial church, and Rev. air. George O. Little of the Assembly Presbyterian church. Reports were received trom several of the standing committees, and among them was the following report ou divorce, presented by Dr. Jobu H. Elhott: The committee on divorce respectfully re- port that Congrese not having been in session since the last meeting of the alliance, there has been no Re chee, @ to secure such modi- fication of the laws for the District on the sub- ject as the alliance some time ago instructed the committee to labor for, Your committee would invite the attention of the alliance to the report on e and di- vorce made by Carroll BD. Wright. commis- sioner of labor, in pursuance of un act of Con- gress and about tobe published. An early copy has been kindly placed in the hands of the chairman of the committee. The following statistics are taken from this work: The num- ber of divorces granted in the United States for the twenty years 1867-1486 was 328,716. of which all but 2.099 were absolute, The num- ber granted in 1867 was 9.937; im 1886, 25.535. ‘This was an increase in divorce of 157 per cent, while the increase in_ population was probabl, about 60 per cent. If tothe 828.716 couples divorced there be added their children so far as ascertained the result will show that, unless the same person was twice divorced, there were 925.171 persons involved in these decrees of divorce. Of the whole number nearly two- thirds were granted to wives on their petitions for divorce trom their husbands. ‘That is in the proportion of nearly two to one it is the wife suing for and receiving a divorce. Collating the laws of the states and terri- tories it appears that 42 statutory causes exist for absolute divorce and 32 for limited divorce. Cause No. 42, for absolute divorce, is thus stated: “Any other cause deemed by the court sufficient, and when the court hall be satistied that the parties can no = er live together.” In the District of Columbia the number granted in the twenty are was 1,105. In 1867 28 were granted; in 1886, 75. by quiri- quennial agg they were as follows: 161, 318, 294, 332. 1870 there were 638 married couples to one divorce; in 1880, ten years later, 508 couples. Of the 1.105 divorces granted in twenty years 308 were given to the husband and 797 to the wife, showing that in the District the wife is a suitor im a larger majority of cases than in the country at large. As to the causes: There were granted for adultery—to the husband 113, to the wife 104; for cruelty—to the husband 11, to the wife 113; for desertion—to the husband 114, to the wife 308: for drunkenness—to the husband 13, to the wife, 34, &c. Your committee hope that as the revelation of the great extent of this evil has been made by act of Congress, so may underwke, where its power extends, some reformation of | %! thi ibe alliance adhered to its former action, directing the committee to petition Congress for revision of the laws for the District of Columbia. —_—_ Organizing the Juries. Judge Montgomery this morning called the jury in the Criminal Court (Judge Bradley being still sick): August Getz, David Arthur and Richard French failed to answer, J. H. Whitimore (over age), Robt. W. Blair (alien), A. B. Kelly veteran ‘and John L. —_ (gov- ernment employe) were exempted. Ten tales- men were ordered drawn, Of those drawn for the Circuit Court T. A. Anderson (minor), Jas, E.
