CLARK, Notary Public. ee ee ‘The business interests of the city are suffer- ing toan anusual degree from delayed freighta. ‘Tue Sram publishes today an addition to a pre- vious batch of vigorous complaints on the sub- ject. Undoubtedly there are in some special cases special explanations of delay. It is evi- dent, too, that the preference given to passen- ger traffic during the conclave has resulted in the shunting on obscure sidings of great numbers of freight cars, and that the companies have lost track of the whereabouts of the missing cara. When the railroads get all their rolling stock into active operation the evil of the present annoyance and damage will probably be re- lieved to some extent. For permanent relief the increase and development of the local freighting facilities must be made to keep pace with the growth of the local trade. The sug- gestion that the Baltimore and Potomac road purposely obstracts Washington freights in order to coerce the business men of the city into a support of its illegal occupation of the Public streets as a freight yard, and the sug- gestion tuat the action of those citizens who endeavor to bold the corporation to obedi- ence to the law so harrasses it that it is unable to furnish adequate freight facilities, both bear evideu.e to the same coudition of facts, though the inspect the matter irom different points of view. The terminal facilities of both of the local railrouds are, t is admitted, inadequate and in so ne respects discreditable. These cor- Porat ons, especialy the Bultimore and Poto- mac, have saved the large expense incurred in other cities to purchase station sites and right of way, ond to lower or raise tracks be- low or above grade in the interest public saf-ty, and have not only made free use ofjthe public property where they have been authorized to do so, but have exteuued their occupation and use beyond these limits. If efforts to make the railroads obey the laws which have been enacted to protect the life and property of citizens result in depriving the roads and some citizens of freight facilities Negally enjoyed, censure must fall not upon the law, or upon those who desire te see the law obeyed, but upon the rail- roads. Washington needs also @ notable diminution of the surface tracks, a cessation of railroad encroachment upon public streets and reservations, ana a settlement of the question of railroad routes and station sites in thecity. All these matters should be settled together, The railrouds have already received privileges from the government worth williions of dollars. Every future concession to them should be coupled with a concession of equal importance to the people of the city in the correction of some recognized evil of the present railroad occupation. The interest in the elections to be held to- morrow, as compared with those of the years when vast national issues are at stake or when state and municipal offices of great importance are to be geuerally disposed of, may be measured pretty well by the registration which bas taken place in several of the larger cities, In Baltimore the warmth of the fight is shown by the fact that the registry is larger this year than! last by 1,252 names, That is theone exception, | however, to the rule of decline. In New York city the list is 67,733, or a out one- ourth, | lower; and in Brookiyn 22.542, or about one- seventh. Chicago shows a fail of £6,635, o «| round seventh. The lea ing Ohio ities differ | widely. Cincinnati loses; with 3,646, a scant eiguieenth, while in Cleveland. where the local quarrels are not carried to 80 ex- treme a length, the decline is 7,823, or between a fi.th anda sixth. Boston, prob- ably owing to her annual elections, makes the next best report to Cincinfuti. Her falling-off ia only 4,196, or a little less than one-seven- teenth.
