Nev York Office: Room 93, Tribune Building. oe The most interesting part of the latest report vf the New York state bureau of labor statistics \s that which treats of the rise and fall of wages and the causes thereof. From 4,969 employers who have sent answers to the questions pro- pounded by the bureau, 2,894 asserted that they had not raised the wages of their employes above the rates prevailing in 1983. Of the rest, °1,643 say that they are paying higher wages, all the way from a trifling percentage to an average of adollar a day, In two instances the wages of men remain the same while those of women are raised, andin one the women’s pay has fallen. Four answers show » drop of from 25 to 50 per cent. along the whole line, while in eighteen cases there isa descont of from 20 to 25 percent. These seem to be the extremes, so that, on the whole, the evidence is that the condition of the working people has improved in Ni York during the last five years; and, with its teeming population and diversified interests, that state may be taken as & very fair indication of the condition of things all over the country. To the question about the causes of the changes there were 2.191 definite answers, ‘The largest number gathered in any single group is 289, which attribute the advance in wages to the labor organizations. The next largest number, 163, say “better men and better work.” Next come 122, saying “greater demand for gosds;” next, 116, ‘‘increased de- mand for skilled labor;” next 110, ‘success in our business.” It is noteworthy that, of the whole multitude, only 61 attribute the success of the workingman to strikes. When the schedule of reductions is reached, we find “competition” heading the list of causes, with 123 answers, “Foreign immigra- tion” comes next, with 56; “machine and fac- tory work” next, with 47; and soon through the catalogue, embracing over-produc- tion, depression in business, reduction in the tariff. convict labor, and a score of other reasons. Politics seems to be pretty evenly balanced between the higher and lower wage classes, President Cleveland's administration being lauded on the one hand and blamed on the other for producing changes. The most remarkable of the arraigu- ments, however, is that made by six persons in the laundry machinery business, who attribute the fall in the wages of their employes to Presi- dent Cleveland’s malign influence. Just how to explain this theory is not obvious, unless we assume that the corpsof democratic federal office holders all over the country brought in by Mr. Cleveland employed washerwomen with the old fashioned tin boiler and corrugated board, in preference to the great laundries where their predecessors had their soiled linen restored weekly to its pristine purity. io Attention was called in Tur Srar the other day to the nuisance of the earth embankments along the line of the new water main through RB street northwest, and especially to the inac- cessibility and unwholesomeness of Adams school in consequence. Complaints have mul- tiplied, since then, of malarial trouble, sore throats, etc., among the children attending that school. which, in all respects except its eur- roundings, is one of the finest in the city. The presentation of the case in these columns has produced a marked effect in spurring the negligent parties to hasten their work of filing in the excavation as far as the pipes have been laid, and removing the surplus earth, but that is not all thatis needed, ‘The work of excavation has proceeded too far in advance of the work of laying. The resultis that Adams schoo! bas had to give up its exer- cises today on account of the rain, which, with the streets all obstructed by mud walls, has caused the formation of a dirty lake and made it impossible to get the children into the school building and out with safety, or to keep them there with comfort The warnings of this Season's experience ought to prevent a repe- tition of it for the next twenty years, os The decision of Judge Morris at Baltimore that no liability attached to the act of Captain T. C. B. Howard, commander of the state steamer McLane, for sinking two boats dredg- ing unlawfully in Chester river last winter, ‘will be universally approved, These dredgers played the pirate’s part throughout the encounter, even to the point of resisting Capt, Howard and firing on him. A decision in their favor would have dealt a stunning blow to all police work in the oyster waters, The court, however, not only upheld the bold course of the state's representative, but complimented his fidelity and pluck in fitting terms, A few more incidents of this kind will help along wonderfully in settling the standing contro- versy between the pirates of the Chesapeake and the authorities of Maryland, $$ The strike of the Key West cigar makers does not appear to have caused a general rise im the market for ‘pure Havanas.” It would be necessary for the troubles to extend up into Connecticut in order to produce such an effect. a The meeting today of the board of promotion of the Three Americas exposition, to be held im Washington in 1392, Congress consenting, will give a fresh impetus to the movement in behalf of the selection of the capital as exposi- tion site.
