Minister Romero of the Mexican legation left the city Sunday to join the itinerants of the Three-Americas delegation. The minister at present is honored by his goverument to the extent of muking him their sole delegate to two conventions, on duty at the same time. A CONFERENCE IN PROGRESS AT THE CENSUS OFFICE ON THE BEST METHOD OF OBTAINING THE INFORMATION REQUIRED BY CONGRESS—AaDDI- TIONAL APPROPRIATION PROBABLY NEEDED. An interesting conference is now.in progress at the census office. Some time ago Superin- tendent Porter devised the plan of making an experimental test for the purpose of determin- ing the best method of collecting the statistics of recorded indebtedness, Congress had di- rected him to gather statistics on this subject, but he found that it was entirely a new field, The statistics of wealth, debt and taxation that usually forms a feature of every census, and was so elaborately treated in the last cengus re- port, were confined entirely to public indebted- ness. But Congress had required that the re- corded indebtedness of corporations and indi- viduals should be ascertained. There were two Principal DIFFICULTIES IN THE WAY of making such an investigation, The first was & practicable plan of attaining the best and fullest results, and the second whether the cost of the work would not exceed what had been be sgt nheaint As may be readily understood investigation presents more than ordinary dimeulties. Under the system in vogue in this country it is impossible to tell from the public records whether payments have been made on @ mor! — and elegy gino mots is ® mortgage time after the payment is made. Merely to gather together the amount of the mortgages 4s found in the records would be, Mr. Porter readily saw, misleading. He wanted to find out exactly how this diiticulty could be over- come so that the census would mean some- thing. There was ANOTHER INTERESTING PHASE of this matter. It has been asserted that in dedtedness of this character represents in a measure the distress and poverty of the people. In order to ascertain whether this is true it would be necessary to learn for what reasons persons borrowed money. Whether, for ex- ample, the indebtedness represented @ part lo on the property or money borrowed business purposes, EXPERIMENTAL WORK. Looking at the matter from the practical standpoint which he has assumed in the direc- tion and management of the census Mr. Porter decided to send men in the field with authority to collect statistics on this subject in certain localities. They were to pursue different plans and when the results were compared Mr. Porter thought he would be able to determine what plan would be the most practicable, In pursuance of this idea Mr. John 8. Lord has been collecting statistics in a county in Ilinois and an adjoining county in Iowa. Mr. Geo. K. Holmes has been doing similar work in a county in Massachusetts, and Mr. F. W. Kruse in a county in New York state. have now completed their work and are to- gether at the census office engaged in These gentlemen COMPILING THE RESULT to be reported to Superintendent Porter. There is no doubt that a plan can be devised which will be fairly satisfactory, but it isa question whether the cost will not far exceea the amount appropriated. In the latter event Mr. Porter will probably report the fact to Congress so that a sutticient appropriation can bes made before the work is begun. Some of the Particulars of Clement Morgun’s Life at Harvard. Clement Garnett Morgan, the colored stu- dent who is to he class-day orator at Harvard, isacredit to Harvard in every sense of the word, says a World dispatch from Boston. No young man at Harvard has manners more pol- ished, ance; few, if any, use finer English, and when it comes to intelligence the colored ex-barber, ex-waiter, son of an emancipated slave, is voted one of Harvard's best scholars. That Morgan's name does not appear among the winners of scholarships is explained by the fact that fora considerable part of his college course he va- ried his hours of study with hours of honest toil to gain money for his support. The campus is ringing with praises of the courageous action of the young men of the senior class, and, save for a narrow-minded few, the graduates near Boston applaud the action vigorously. one maintains a better personal appear- = Ever since Morgan entered Harvard in the fall of 1886 he has lived with colored friends in poser hoscas, om Latterly he has lived at No. 139 Colum occupied by his colored friends, the Banks family. The house is situated in what is called an unfashionable ueighborhood at a distance of about a mile and a half from Harvard. Here is his study in a comfortable room in the upper story, with « well-filled bookcase in the corner. The Banks family is one of the best known to the colored population ot Cambridgeport, and through them young Morgan made the ac- ia street in a neat frame house juaintance of such prominent colored men aa udge Ruffin, the leys and the Baldwins. AMONG HIS OWN RACE Morgan has spent most of his leisure time, and his relations with the students have, except in rare instances, not been of the intimate char- acter of student life.
