The Maritime Congress Getting Fairly Down to Business. SUBJECTS DISCUSSED AT THE SESSION TODAY—THE “RULES OF THE ROAD” AT SEA—DIFFERENT SYSTEMS OF MEASUREMENT—KOTABLE MEX AT THE CONFERENCE. At the international maritime conference yesterday after Tux Stan's report closed Mr. Hall proposed an amendment to section A of article 8 intended to make provision for modern men-of-war that do not carry foremasta. It was resolved that the chair appoint s commit- tee on lights and committee on sound signals. Article 4, providing for lights on towing steam- ers, was read. It stipulates that such steamers, when towing another vessel, shall, in addition to their side lights, carry two bright white lights, one over the other, not less than three feet apart. Mr, Hall moved that the distance between these white lights shall be not less than six feet. This motion was approved by the de from Ge and Denmark, but witht vote the conference adjourned, TODAY's SESSION. The conference met at 10 o'clock this morn- ing and resumed the consideration of the “rules oftheroad.” Article 5, which was under dis- — yesterday, is again — up, and ~a le am 1 . Selveson made some remarks in fairly good English to the effect that the phrase “under way,” used in article 6, is difficult to un- derstand in foreign languages and suggested that a general definition or term be given for the elimination of all doubt. Delegate Goodrich thought this a good pian and threw out the idea that the new regulations be prefaced by a definatory article. He quoted the American law on the subject of the mean- ing of this term, and Mr. Hall supplemented his information by a few words about the En- glish law. The latter, he said, is brief and to the point, defining a ship “under way” to be one not actually moored by her anchors or other lines, The moment she begins to raise her anchor she is ~under way.” This view met with general my, sete around the board, although one of the Teutonic delegates thought that the words should be held to mean “under headway,” but this was not favored. RULES OF THE ROAD. The president announced the committee of three to take in hand the work of preparing for printing the “Rules of the Road’*as they now stand, together with differences between those of the various nations, as follows: Dr. Sieve-King of Germany, Mr. Frederick William Vernly, Siam, and Mr. Tsunkahara, Japan. Capt. Shackford moved to strike out article 7 from the rules and Capt. Malmberg of Sweden gave the proposition his second. This article is intended to permit small vessels in bad weather to take their side lights on board and show them only on approach of a vessel. Delegate Hall op the cl e, saying that the article only applied in weather, and was to apply only to vessels so smail that it would be diftealt to keep the lights alive. Cay Shackford thought that vessels so small that they could not show lights in bad weather should be kept inside and not allowed to endanger the safety of others, depending on the sleep! of a man or a boy to exhibit a light atthe proper time. . Hall said in reply to a question, if small vessels were not frequently run down use of not showing lights, that if they were it was their own fault, resulting from carelessness, They were liable at law for damages in such an event. ‘That, retorted Capt. Shackford, was just what he wanted to avoid, the possibility of carelessness, RIDING LIGHTS. Mr. Hall moved to amend article 8, which provides for the carrying of “riding lights” by anchored vessels, so as to limit the regula- tion for two lights to ships over 100 feet in “Po a is aie than that ‘Capt, Shackford wanted to know how a ves— sel 600 feet long anchored with two lights could be distinguished from two short vessels with one light each. But when he rises to speak his face lights up with a smooth smile that always marks the same lines and never goes beyond a general beam of diplomatic courtesy. His face is perf smooth but for a very light fringe beside hi ears, A-slight double chin, s straight nose with a square end, a straight-cut mouth, sandy eyebrows, brown hair and light blue eyes make a pleasing and attractive face. A well-modu- lated voice, trained to use in the halls of West- minister, and a well-selected diction furnish him with good material for a telling speech. He does not strike = with his arguments, docs not hit blows that penetrate all at once, nor wn Op- Position with resistless force, but he rather asks if things are not true, if they are not reas- onable, it such and such propositions are not logical. He carries conviction more by the in- fluence of a sympathetic appeal to the reason of bis hearers than by decisive strokes, He seems to accomplish his object just as well in his own way as do more vigorous speakers. There is a quiet force in his words that tells im the end. His colleague, Admiral Sir R. Molyneux, K. C.B., bas not yet spoken to the conference, and not seem likely to dose. His double chim is much more pronounced than that of Mr, Hall, and bis side whiskers are darker more extensive.
