CLarg, Notary Public, There is no city in the United States, it may safely be said, where the Knights Templar would have met with a heartier welcome than is extended to them im Washington. There is none where so rare @ combination of amuse- ment and profit could have been crowded into the brief period of the conclave. The home of the government that counts the Knights among its most loyal citizens, is a place which none of them ought to miss seeing. Here they find the machinery of a great nation at work, mov- ing more smoothly and peacefully than the petty wheels of many a town council. In the laying out of the streets, in their general condition, in the tasteful architecture that adorns them on either side, in the broad lawns and generous foliage, they see the making of a model city— of one which will undoubtedly be, in time, the handsomest on the globe. Every man of them will go home with « prouder feeling and a warmer glow of patriotism in his breast for the consciousness that he, as a citi- zen of the United States, is a co- proprietor of this beautiful capital. He will understand what is meant when Washington claims from Cougress that consideration which the seat of any state government geta from its legislature for the asking. He will appreciate her pleas for the redemption of her water front, and for liberal appropriations for police and sanitary purposes. He will be well satisfied when his represesentative votes for the just treatment of the one municipality of common American ownership; and he will enter on his tablets a memorandum to come back, and bring his whole family, to visit the world’s fair in 1392. ee Next to the benefits derived by the govern- meut from a thorough establishment of civil service reform principles in the depertments at Washington would be those resulting from a more stable tenure in the consular service. It isthe bane of our foreign commercial rela- tions that their atmosphere is one of constant change. A consul scarcely gets well acquainted with his duties before he is recalled. The an- swer is often made to this complaint that it is unsafe to expose an officer on a meager salary, and thousands of miles away from home, to the temptation of a too long and intimate acquaint- ance with shippers who have favors to ask of their friends. That difficulty, however, could be obviated by changing consuls about from one post to another, iu a regular process of promotion sach as prevails in the army, for example. The ever-growing spirit of conserv- atism in the State department, exemplified in the increase in the list of old appointees re- tained under each administration, is a good sign, and the consular clerk system, under which a body of intelligent young men are be- ing trained to the work of the foreign service— which is a business of itself, as much subject to special laws and forces as banking or manu- facturing or any other branch of trade—ought to be encouraged and extended by congres- sional aid. — 2 ‘There is no need of a refracting mist in the air of Washington this week to produce the glories of the rainbow. All the colors, prime and composite, may be found in the banners and festoons that adorn our streets, and ifa wealth of golden sunlight such as ushered in this busy day continues, we shall have nothing to complain of. The first visit of the grand officers of the conclave ought to be to Gen. Greely, to secure the co-operation of the weather bureau with the other conditions tributary to a week of unqualified enjoyment. a “The girl I left behind me” will wish she had come along when she reads the 20-page Star her SirKuight will send her this evening.
