Several members of the cabinet will attend the wedding of Mr. Emmons Blaine and Miss McCormick, the Chicago heiress, at Richfield Springs on Thursday of this week. Robbins spent the month of August at Chaztauqua, where he graduated as a member of the Chautauqua literary and scientific circle, class of 1889, and was elected vice president of the class for the District of Columbia. After spending a few weeks with his family at Minnequa he returned to the city Friday evening. Mrs. Robbins will spend a few weeks with reiatives on Staten Island prior to her regurn to Washington. Wood of Atlanta, Ga., were married by Rev. Dr. Chester, of the Capitol Hull Presbyterian church. Rutherford and family have re- turned to the city from their summer outing at Forest Glen. Messrs. Niles, Russell and Soles of Capitol Hill were yesterday promoted to be captain, first lieutenant and second lieutenant of the Maryland agricultural college cadet corps. Col. and Mrs, Hanway of Baltimore gave a dinner at Deer Park Saturday night in honor of Miss Wanamaker. The other guests were Mr. and Mrs. McKee, Mr. and Mrs. lord and Mrs. J. Lowrie Bell. Mr. and Mrs. McKee will leave tonight for Indianapolis. Mrs. McKee will not return to Washington until December. Mrs. Grover Cleveland has been visiting for &@ week with her mother in Buffalo. The groom is only twenty years of age and the bride but seventeen. Mr. and Mrs. W. C. Endicott arrived in New York Saturday from Europe. A PERMIT ¢ IT GRANTED To Lay Temporary T Tracks in Several Streets Till the Cable Road is Laid. Several days ago Tux Stan referred to Capt. Symons’ recommendation relative to the grant- ing of permission to the Washington and Georgetown railroad company to lay tem- porary rails on Louisiana avenue between 6th and 7th streets, 6th street between Louisiana avenue and Massachusetts avenue, and Massa- chusetts avenue from 6th tg 7th street during the period occupied in constructing the cable road on 7th street. The question arose as to the Commissioners’ power to grant such a permit, and the matter was referred to Attor- ney Riddle for his opinion. Today the opinion Was received, It is as follows: OPINION OF ATTORNEY RIDDLE. “The Washington and Georgetown railroad éompany has a grant from Congress to substi- tute cable for horse power and poses to apply it to its 7th street tracks northwest. The street is one cf the narrowest and the most im- t business streets of the city. It ig im- nt that the c! ¢ be made with the least triment to the trafic of the street and the least interruption of transit by the company’s ears. There will bea frienaly rivalry among the local commanderies,in the {decorations of the buildings to bé occupied by them as headqnar- ters during the conclave week. DeMolay com- mandery has leased the new building at the southwest corner of 12th street and Pennsyl- vaniaavénue for the week and made acontract with Mr. James W. Deane of Brooklyn, a deco- rator, who was associated with Mr. Aldridge in the . decoration of the pension building for the inaugural ball Mr. Deane has made elaborate designs for the decoration of the building,which will be illum- inated at night by colored lights. The com- mandery will fit up one of the floors of the building for the especial accommodation of the ladies accompanying the commanderies enter- tained by DeMolay. Columbia commandery, No. 2, will receive and entertain the Grand commanderies of Georgia and South Carolina, Detroi: com- mandery, Raper commandery of Indianapolis, DeMolay of Louisville and several other com- manderies from whom Columbia has received courtesies in the past. STAFF APPOINTMENTS. Grand Marshal Parker has appointed the fol- lowing additional aids on his staff: Right Emi- nent James F. Robinson of Portland, Ore.; Sir Knight Abram Powell of San Francisco and Sir Knight Allison ilor, jr., of this city. Sir Knight Lewis 8. Frierson of Birmingham, Ala., has been appointed on the staff from tha state in place of Eminent Siz Geo. 8. Obier, who is unable to be present. THE GENERAL COMMITTEZ. At a meeting of the triennial conciave com- mittee Saturday evening a contract was entered into with Lloyd Moxley to decorate the grounds at Calumet place in a very attractive manner. The grounds and adjacent streets will be illum- inated with calcium lights and thousands of Japanese lanterns and colored lamps and gas jets in colored globes, Refreshment booths and tents will be erected. A contract for sup- plying refreshments was made Saturday night. hief Marshal Parker has appointed aids on his staff as follows: Capt. A. A. Thomas and George W. The executive committee has made a con- tract with Chef Grogan of the Metropolitan | § club to furnish the banquet on the excursion on the steamer Columbia. THE BICYCLE PARAD™. The committee in charge of the proposed bicycle parade has appointed the following subcommittee to confer with the clubs repre- sented by the members to ascertain if they will parade as clubs or individuals: Mr. H. N, Low of the Capita: bicycle club, Mr. Casey of the Columbia club and Mr. Curry of the Washing- ton cycle club. It was decided to form a boys’ division in the . Lady riders will be invited to partici- pate in the parade and if they consent to do so will be given the post of honor at the head of the column, a SEVENTH STREET ROAD SALOONS. Reply of Commissioner Douglass to Mr. B. H. Warner’s Letter. Recently Tue Sran printed the letter of Mr. B. H. Warner to the Commissioners with refer- ence to the saloons on the 7th-street road. ‘The answer was sent today. In it Commis- sioner Douglass says: “The inclosed printed copy of the new regu- lations for the licensing of bar rooms will, I trust, go far to a satisfactory answer to your published letter of August 10, 1889. By a care- ful attention to the provision of these regula- tions you will see that the board have striven to throw all the clogs they can about the abuse of the license system. The citizen, how- ever, who feels as deep an interest in this matter as we know you do. must not forget his duty in the premises. On him, as well as on our officers, we must rely for such exact and definite information about persons and places that will justify our intesposition. ‘The infor- mation should be given as early as possible before November 1 where rotests are filed jt the granting of a license.” The Co ioners are merely executive officers under a law providing for liquor licenses, and we cannot practice prohibition under the guis+ of license, no matter what our individual opinions or preferences may be.
