Whether from insuffi- cient appropriations or defective methods, or both, the public spaces of the city have not been satisfactorily cleaned. There has always been criticism of the small amount of money which Congress has assigned for this import- ant work, and there have been even louder and stronger complaints that the most possi- ble was not accomplished with the money which was supplied. Reports of sweeping which did not sweep, of methods of cleaning which left the sweepings unremoved for so long that the rubbish spread itself again over the street and of streets not swept in accord- ance with schedule, have come by the hundred to the press and doubtless to the Commis- sioners, It is well that the \Com- missioners are giving the matter serious attention. The examination into the causes of the unsatisfactory service ought to be a searching and thorough one. Every one will sincerely hope that the Commissioners may devise sucb methods of securing the faithful and satisfactory performance of this work that, if just causes of complaint arise, they may clearly be seen to result from the failur> of Congress to provide a sufficient appropriation, and not from any fault in the supervision of the District government or in the performance of his duties by the contractor.
